Problems And Countermeasures In The Implementation Of Pig Subsidy In Hebei Province

Pork is the most important source of meat for the Chinese residents.It has a very important position in the national dietary structure.China is also the world's largest producer of live pigs.The pig industry is a basic industry that guarantees food safety in China.In 2006,a large number of highly pathogenic PRRS outbreaks occurred in the south of China.This has had a huge impact on the development of China's hog industry.Live pig production began to decline,and industry fluctuations seriously damaged the interests of pig producers and consumers.Under this circumstance,in 2007,China began to promulgate and implement a series of subsidy policies for live pig production,such as subsidies for fertile sows,subsidies for the construction of standard-sized farms,incentives for pigs to transfer out of large counties,subsidies for breeding of pigs,breeding of fertile pigs,and insurance for fertile pigs.Epidemic prevention and epidemic prevention subsidies,compulsory culling compensation for highly pathogenic PRRS,harmless treatment subsidies for diseased pigs during slaughter,improvement of monitoring and early warning system for pig production and consumption,and increase of pork reserves.The implementation of the subsidy policy has played a significant role in promoting the development of China's hog industry.As a large pig province,Hebei has played an irreplaceable role in stabilizing the domestic hog market and ensuring domestic pork supply.Under the current situation of the development of the pig industry,it is necessary to fully understand the promotion and implementation of the subsidy policy among Hebei live pigs and large-scale farmers.On the basis of field surveys,based on questionnaire survey data and face-to-face interview data,this article fully understands the promotion and implementation of subsidy policies among pigs' free-range households and large-scale farmers,as well as issues arising from the promotion and implementation of subsidy policies.,propose feasible solutions.At the same time,according to the theory of behavioral decision-making,the theory of public finance,and the feedback of policy implementation,the following conclusions are drawn:In the implementation process of live pig subsidies in our country,there is no publicity policy,and the promotion effect is not satisfactory;there is a problem of lax regulation in the use of funds;the implementation of key policies needs to be strengthened;the breeding households have a lack of channels to solve problems and the application procedures for breeding awareness subsidies are complex.The subsidy funds were not paid in full and timely;the subsidy policy was not perfected.In order to solve the above problems,it has proposed to strengthen the propaganda of targeted policies to enhance the subsidy policy of pigs;strengthen the supervision and control of the subsidy funds distribution process and the application channels;focus on the implementation of the policy of supplementing the live pigs in large-scale farmers;increase the number of farmers to reflect Channels for problems and changes in culture awareness of farmers;Simplified approval procedures for subsidy funds,timely subsidy funds distributed to farmers;Increase feed subsidies;Strengthen government policy guidance and macro-control mechanism.The innovation of this paper is:(1)using statistical description method to analyze the necessity of increasing feed subsidies for pig breeding in Hebei province.(2)on the basis of defining the background of the policy,the subject and object of the policy implementation,the main policy tools and so on,this paper systematically studies the implementation of the subsidy policy of Hebei pig,and provides some suggestions for the improvement of the subsidy policy of the pig in Hebei province.
