Evaluation Of The Performance Of Cultivated Land Requisition-Compensation Balance Policy

With the rapid development of industrialization and urbanization,the demand for land has exerted enormous pressure on the already scarce cultivated land resources,and the contradiction between land supply and demand has become increasingly acute.The cultivated land requisition-compensation balance is proposed under the current situation.The implementation of cultivated land requisition-compensation balance has the objective of realizing the amount of cultivated land,ensuring the rational use of land resources,and safeguarding national food security and social stability.In the implementation of cultivated land requisition-compensation balance policy,Guangdong Province has formulated a number of policies related to cultivated land requisition-compensation balance.And it has completed the task of cultivated land requisition-compensation balance for consecutive 17 years.Thus,it’s important to evaluate the performance of cultivated land requisition-compensation balance policy in Guangdong.And it can diagnose the relevant influencing factors of policy in the implementation process,with a view to improving the efficiency of cultivated land use and put forward reasonable suggestions.Firstly,this thesis introduced the national cultivated land requisition-compensation balance policy and some supporting policies formulated by Guangdong Province.Based on several major reforms and adjustments of the policy,it can be divided into three phases: quantitative balance policy period(1997-2003),quantity-quality balance policy period(2004-2010),quantity-quality-ecological balance policy period(2011-present),and the effectiveness of each period were analyzed.Secondly,this thesis builds a performance evaluation index system for cultivated land requisition-compensation balance policy based on the time perspective.And it used to evaluate the performance of cultivated land requisition-compensation balance policy in Guangdong Province from 2000 to 2016.The results show that the performance of the policy in Guangdong Province from 2000 to 2016 has gradually increased,indicating that the implementation of cultivated land requisition-compensation balance policy in Guangdong Province is getting better and better.Then,based on the PSR model this thesis builds a performance evaluation index system for cultivated land requisition-compensation balance policy.And it was used to evaluate the implementation performance of cultivated land requisition-compensation balance policy in 21 cities of Guangdong Province from 2011 to 2015.The results show that there are obvious regional differences in the performance of the policy in Guangdong Province.The areas with better performance are mainly distributed in the two sides of Guangdong Province.The performance of the implementation in the Pearl River Delta is poor,and there is a significant spatial autocorrelation relationship in Guangdong Province by using the Moran index.Finally,based on analysis of the performance evaluation of cultivated land requisitioncompensation balance policy in Guangdong Province,some suggestions for improving the implementation effect of cultivated land requisition-compensation balance policy has been made: improve cultivated land protection measures,increase the support for farmers,upgrade cultivated land,introduce social funds.
