Current Situation And Countermeasures On Cultivated Land Requisition-compensation Balance In Jiangxi Province

The policy of land occupation-compensation balance is a system arrangement with distinct Chinese characteristics,which is formulated to protect the land,ensure that the amount of land and its grain production capacity is not reduced.In recent years,Jiangxi Province has made great efforts to achieve the balance of cultivated land occupation and compensation through multiple means,but it is still unable to curb the trend of the decrease of total cultivated land,and the implementation of the policy of cultivated land occupation and compensation balance is facing difficulties.Based on the theory of scarcity of land resources,the theory of carrying capacity of land resources and the theory of sustainable utilization of land resources,this paper expounds the necessity and feasibility of the balance of land occupation and compensation.It analyzes the overall utilization structure of land resources,the change of total and per capita cultivated land,the quantity,structure and distribution characteristics of cultivated land reserve resources in Jiangxi Province.On the basis of these analyses,combined with the evolution of the policy,the main measures and the implementation of the policy in Jiangxi Province,the paper points out the problems and challenges of the balance: more and more pressure on the balance of cultivated land occupation and compensation,prominent problems of "land competition" between ecological land and cultivated land,lack of scientificity in the implementation of the supplementary cultivated land project,and imperfect market mechanism of the balance index of cultivated land occupation and compensation in different places.At the same time,the restrictive factors are analyzed: the reduction of cultivated land reserve resources leads to the difficulty in adjusting the quantitative relationship between occupation and compensation,the increasingly serious degradation of cultivated land quality,the ecological risk of supplementing cultivated land,and the low enthusiasm of farmers for grain production.Through the analysis of the above main problems and their causes,the corresponding countermeasures and suggestions are put forward at last.We should scientifically formulate special plans for land remediation;strictly control the cultivated land occupied by construction;strengthen and improve the corresponding management systems including the marketization mechanism of cultivated land occupation compensation balance index,the supervision system of cultivated land quality evaluation,the mechanism of cultivated land quality cultivation and ecological management and protection,the assessment method of "quality for quantity".Through planning guidance,source control,strengthening management,system control and other measures,we hope to contribute to improving the balance policy of cultivated land occupation-compensation and correcting the deviation in the specific implementation.
