Analysis Of Farmer's Straw Utilization Behavior And The Burning Ban Policy's Effect

As the most common crop by-product in agricultural production,straw is an important biomass energy,which has many variety,is in huge amount and is distributed widely.According to statistics of some crops cultivated areas in the Henan Statistic Almanac of 2012,the total amount of straw resource in Henan Province is about 75 million tons per hectare.As a major agricultural province,Henan is representative of the straw utilization in the whole of China.In addition,farmers are the most important participants in straw comprehensive utilization,so their behavior in the utilization reflects utilization efficiency of Henan Province.Therefore,it has a practical significance for studying utilization behavior of farmers in Henan province.This study investigated straw utilization statuses of 2266 farmers in 24 areas of 12 provincial cities,including Jiaozuo,Luoyang,Sanmenxia,Nanyang,Pingdingshan,Xuchang,Xinxiang,Anyang,Shangqiu,Zhoukou,Xinyang,Zhumadian,etc.Specifically,the author researched relevant Chinese and foreign literatures,applied farmer behavior theory and circular economy theory,used a method of questionnaire survey.Then,this study estimated and analyzed farmers' interest in and behavior of straw utilization.To be specific,the author took the survey data of 2266 farmers as a sample,used Stata analysis software,and utilized multivariate Logit model.As a result,following conclusions are showed: firstly,four factors have a significant impact on farmers' willingness and behavior of straw utilization,including basic characteristics of farmers,economic income,education and training,and external environment.Secondly,in terms of straw utilization,farmers' willingness does not conform with their behavior.With binary Logit regression analysis on the farmers' willingness and behavior consistency of burning or abandoning straw,it is concluded that political identity,participation in cooperative organization,non-agricultural income,the distance between their main farmland and the nearest urban area,and farmers' perception of the burning of straw in fields have a great influence on the consistency.Thirdly,according to analyzing,the straw burning ban policy,which has a significant effect,should continue.Most of existing Chinese and foreign literatures,which have in-depth study of straw comprehensive utilization,are multivariate analysis.However,farmers are the main participants in straw utilization.Therefore,this study used the perspective of farmers,comprehensively analyzed factors affect the farmers' willingness and behavior of straw utilization,and evaluated prohibition effect of straw burning,in hopes of providing theoretical support for government when formulate relevant policies.
