Study On The Government Promotion Of Comprehensive Utilization Of Crop Straw In Changde City Hunan Province

China has been a major agricultural production country since ancient times.Agriculture is the first and cornerstone of the three major industries.With the development of technology and economy,as well as the improvement of agricultural mechanization production level,China’s agricultural production level has also developed rapidly,followed by a significant increase in grain production and income,while also inevitably producing a large amount of crop straw.If these crop straws are not used in a timely and reasonable manner,they will form serious agricultural pollution hazards,not only causing resource waste,but also causing great harm to the ecological environment.Prohibition of straw burning is a policy adopted by China to reduce environmental pollution and fire hazards caused by straw burning,which is beneficial to the country and the people.Since the implementation of the straw burning ban,governments around China have taken action to invest a large amount of funds,manpower,and energy to promote the implementation of the ban,and have made some achievements.As a valuable renewable material,straw plays an important role in improving the environment and promoting soil fertility absorption.Comprehensive utilization of straw can not only improve the utilization rate of crop straw,but also help promote the development of agricultural circular economy,save energy,and protect ecology.Doing a good job in comprehensive utilization of straw is a good thing for the country and the people.Although the amount of work is huge,the early stage takes a long time,and the implementation is difficult,various negative issues such as serious pollution,abnormal climate change,and energy shortage are becoming increasingly prominent.Grassroots government departments are also facing heavy hardships in promoting comprehensive utilization of straw.This article combines service-oriented government theory,circular economy theory,cost benefit theory,and sustainable development theory to understand and analyze the current situation of promoting comprehensive utilization of crop straw by the Changde City government through investigation and research on the current situation of promoting comprehensive utilization of crop straw by randomly selecting enterprises and farmers through questionnaires,It is summarized that the comprehensive utilization policy of crop straw implemented by Changde Municipal Government and its promotion process have some problems such as weak implementation of relevant policies,low comprehensive utilization efficiency of straw,and poor production and marketing channels for straw.The reason is due to the constraints of comprehensive utilization policy factors,comprehensive utilization efficiency and transformation technology,and the constraints of the straw market security system.In response to these problems and causes,based on the typical experience at home and abroad,the paper proposes countermeasures for the government to promote the comprehensive utilization of crop straw in Changde City,such as improving the implementation of relevant policies,improving the comprehensive utilization efficiency and technology conversion rate,and improving the straw market security system.It is expected that through the research on the improvement of government promotion work,the comprehensive utilization of straw resources will be attempted,with a view to providing some reference for improving the comprehensive utilization rate of straw resources effectively in China,and promoting and improving the adjustment of agricultural structure in China.
