original Ministry of Agriculture of the country officially proposed the ban on straw burning.my country from top to bottom governments at all levels In terms of control of straw burn,a lot of hard work has been devoted,taking positive action,and achieved certain results.The introduction of the straw banning policy effectively curbs the phenomenon of straw open-air burning,improves air quality,while reducing hidden dangers of mountain forest fires and road traffic caused by straw incineration.The implementation of the comprehensive utilization of straw,but the straw banning policy as an important arable land protection measure is not clear on the impact on grain production.The article is based on 29 prefecture-level cities in the Jianghuai Rice Planting Area 2000-2020 rice production data,remote sensing fire point data,and statistics data data.Explore the impact of straw ban on grain production and its heterogeneity,and enhance the decision-making tree model through gradient to explore the non-linear relationship and threshold of the production of related factors and grain production.The results show that:(1)From the perspective of time,since the implementation of the straw banning policy,the number of straw burning fire points has not been effectively curbed immediately,but it has become more and more intense.In the year of the Jianghuai area,cities at the Jianghuai area showed a overall rise in grain production represented by rice production.After 2012,it tended to be stable and decreased slightly.The rising range of grain production is basically the same as the growth range of straw burning fire points.The time for the inflection point of grain production is basically consistent with the year of the straw banning policy.From the perspective of space,since the introduction of straw banning policies,with the movement of time,the global Molan index of straw burning fire point has decreased in order,indicating that the degree of agglomeration of straw burning fire has continued to weaken with time,showing the characteristics of continuous dispersal dispersal Essence The distribution of grain production in the Jianghuai area has directional characteristics,which is manifested as the "southeastnorthwest" direction.This movement gradually weakened with the migration of time,and gradually transformed in the direction of "East-West".-The "East-West" distribution also further confirms this feature.(2)The overall impact of straw burning policies in the Jianghuai area on the production of grain is obvious.Based on GDP as a classification basis,the Jianghuai area is divided into three types: high,medium and low,and the impact of straw burning in the three types of regions on grain production is negatively impact,which is consistent with the overall impact.Based on the official administrative division,the Jianghuai area is divided into six different regions to return to analysis.It is found that the ban on the ban on the ban on the burning of straw burning in northern Anhui,southern Anhui,and northern Jiangsu has reduced the production.The most obvious and expanding trends.In the Central Soviet area in eastern Jianghuai,the straw banning policy has an increase in yield.Among them,the production-increase effect of Nantong and other cities has shown an upward trend,which has achieved the effect of people’s expectations at the beginning of the policy design.(3)The level of grain production in the Jianghuai area and the intensity of straw incineration have a significant threshold effect.The grain production first rises quickly with the increase in straw burning strength.The situation,that is,moderate straw incineration is conducive to the improvement of grain production.Studies believe that the impact of straw ban on grain production shows a significant heterogeneity.Relevant departments should start from the following aspects:(1)Start with the logic of the micro-action of farmers,and formulate different straw burning plans according to local conditions.Explore the formulation of the management of straw plan incineration system and the management measures of straw incineration authorization,allowing appropriate areas to carry out moderate incineration without causing air pollution.For areas that are not suitable for straw incineration,strict management methods are adopted,and scientific and reasonable monitoring methods are used to resolutely stop straw incineration behaviors.Cost-introducing corresponding preferential subsidy policies,reducing the relevant costs of straw back to the field,and guiding farmers to implement straw to return to the field.(2)Scientific research institutions should continue to strengthen the research and development and promotion of straw utilization technology,and explore diversified technical routes for comprehensive use of straw.Actively explore the practice of straw biomass carbonization,formulate detailed and written technical specifications,guide farmers to consciously study,and gradually transform the open-air burned straw to the way to return to the new type of straw carbonization.Through various mechanism arrangements,the last mile of technical promotion is turned on,and the final obstacles from the technical charter to the specific actual actual situation,scientifically promote the ban on straw burning,thereby achieving the win-win goal of increasing food production and atmospheric prevention.(3)Continue to promote the construction of high-standard farmland,continuously enhance the level of field management technology,and improve soil fertility management.Make up the shortcomings of agricultural infrastructure and consolidate the foundation of agricultural production.Strengthen the management level of the soil fertility of cultivated land,and effectively give play to the promotion of chemical fertilizers on the return of straw to the field to improve the grain production.Continue to improve planting technology,improve the growth efficiency of crops and achieve the goal of increasing production.Continuously improve the scientific and technological level of farmers,strengthen the scientific and technological training of farmers,so that they have changed the agricultural production habits of open-air incineration,and improve the scientific and
