The share of Chinese shipbuilding industry in the global shipbuilding market is increasing day by day.It can be seen from the change of world shipbuilding market share in the past decade that China has become one of the most important shipbuilding centers in the world.The trend of industrial transfer of international manufacturing industry is the biggest opportunity for the development of China's shipbuilding industry.During the eleventh five-year plan period,China's shipbuilding industry will pose a strong challenge to the leading position of South Korea and Japan.However,the backward design capability and the lagging development of supporting industries will be the main bottleneck restricting the development of the industry.The trend of international industrial transfer has presented the huge opportunities of shipbuilding industry to Chinese enterprises.However,in the fierce market competition environment,how to avoid various risks and how to grasp the opportunities are crucial to the development of enterprises.In the face of great challenges,how to improve the R&D capability is a strong guarantee for the core competitiveness of state-owned shipbuilding enterprises,and how to build research and development(R&D)personnel incentives suitable for the characteristics of state-owned manufacturing industries has become the core proposition for the development of state-owned shipbuilding enterprises.In this context,this paper studies the incentive problem of R&D personnel in BH company.Based on the BH company has the civil-military integration characteristics of the typical instances of state-owned shipbuilding enterprises as samples,analyses the characteristics of state-owned enterprises,and the characteristics of the R&D personnel,through the questionnaire data analysis and current BH company for research and development personnel incentive situation,summarizes the problems existing in the current BH company R&D staff incentive,and analyzes the causes of incentive problems.At the same time,combined with relevant incentive theory basis,follow the principle of diversity,the principle of fairness,and the combination of material incentive and spirit incentive three principles,puts forward the four aspects of incentive schemes for state-owned manufacturing enterprises,including rationally adjust the salary structure,optimize the performance appraisal and the construction of a longitudinal transverse exchange promotion channels as well as the spiritual incentive and material incentive combination.Make enterprise R&D personnel in the work to obtain the sense of achievement,so as to stimulate the enthusiasm of scientific research personnel,creativity,to achieve the R&D personnel for the development of state-owned shipbuilding enterprises play an important supporting role.At the same time,under the current international manufacturing industry transfer environment,combined with the product demand change of BH company,the author puts forward four safeguard measures for the implementation of R&D personnel incentive plan:strategic guarantee,system guarantee,logistics guarantee and cultural guarantee.Through reasonable and feasible schemes,we can fully mobilize the working enthusiasm and creativity of R&D personnel in state-owned shipbuilding enterprises,so as to bring more profits to the enterprises.We hope to provide ideas and references for similar enterprises.
