Study On Financing Risk Control Of Expressway Construction Projects Under PPP Mode

With the rapid development of market economy,the total mileage of expressways in China has been gradually expanded and the construction level of expressways has been steadily improved.In reality,expressway construction has the characteristics of long time and high construction cost,and the project construction risk is large,which brings negative influence to the project construction.Nowadays,China's expressway construction lacks diversified financing structure,and financing activities are faced with severe pressure and challenges,so it cannot provide sufficient development funds for project construction.This problem often leads to a serious decline in the execution of the project construction work,unable to ensure the project schedule.Therefore,it is very necessary to carry out research on the financing risk management of expressway construction projects in China.Through analysis and research,it points out the development characteristics and internal contradictions of the current financing environment of expressway construction projects,and puts forward some guiding opinions on the development in combination with relevant theories and future development trend.This paper takes expressway construction projects as the research object,takes "Wenlai" project as an example,and carries out research on financing risk control of expressway construction projects under PPP mode by using the theories of government regulation,project differentiation and priority financing.This paper focuses on the analysis of "Wenlai" project financing risk and control status quo,preliminary clarify the "Wenlai" project financing risk control problems and causes,put forward countermeasures to strengthen the expressway construction project financing risk control.Through the research,it is found that the current situation of risk control of high-speed project financing in "Wenlai" is mainly as follows: the huge investment volume brings the financing pressure;The return rate of expressway project is low,while the financing cost of traditional financing channels is high.Project period and financing period do not match,refinancing risk and pressure increase;Limited recourse is not accepted by financial institutions;Financing risk control is not in place.The main problems in the risk control of "Wenlai" project financing are: single financing channel,unreasonable financing structure,imperfect financing environment,imperfect financing risk control system,etc.In order to solve the above problems,this paper proposes countermeasures and Suggestions on strengthening the risk control of expressway construction project financing from the aspects of improving the risk control system of project financing,broadening the risk control channels of project financing,and improving the risk control level of project financing.
