Research On Risk Analysis And Control Of Highway Engineering Investment Under PPP /BOT Financing Mode

Highways play a key role in improving the quality of life and promoting social and economic development.Highway construction projects usually require huge investment and take a long time to build,so at present,the investment mode of such projects is also developing continuously,with more and more investment subjects and increasingly diversified financing mode.For the same project,if the financing mode is different,it will face different risks.Firstly,this paper summarizes the common financing modes of such projects,and makes a comparative analysis to get the factors of possible risks of projects when different financing and investment modes are adopted,and puts forward some useful Suggestions for the selection of highway construction investment and financing modes and risk management.This paper analyzes the investment risk of BOT and PPP financing modes often used in expressway project construction,evaluates the investment risk of highway project under these two financing modes by analytic hierarchy process,and puts forward specific control strategies.This paper consists of six parts,the first chapter Outlines the background,purpose and research significance,and introduces the research content,method and technical route.Literature review at home and abroad,the PPP financing mode of BOT highway project investment risk analysis and control of related research articles in the collection,comb,and then the research of literature are classified,selective,systematic detailed in-depth reading,by reading the basis of the predecessors’ theory research results,to learn how to analysis model,selection method and determine the parameters;The second chapter is the theoretical basis of project financing and risk management.It mainly elaborates the definition and process of BOT and PPP financing modes,and makes a comparative analysis of these two financing modes.At the same time,the definition and process of project risk management theory,risk identification and risk evaluation are expounded.The third chapter analyzes the investment risk of highway project under the two modes according to the characteristics of investment and risk of highway project.This paper introduces the basic meaning and specific operation steps of analytic hierarchy process(AHP),and evaluates the investment risk in BOT and PPP mode by using analytic hierarchy process(AHP).The fourth chapter,according to the highway construction project investment risk control,the principle and method from thepolitical,financial,construction completion,market,operations and force majeure,etc.,for the research on the risk issue of building highway project,emphatically analyzed the problem of control strategy,and put forward the corresponding feasible strategy and risk control measures;The fifth chapter mainly discusses risk identification,evaluation and risk control strategies.Taking XS and FW expressway construction project as an example,it conducts quantitative analysis and evaluation of the investment risk of the project based on the construction characteristics of the project and the survey data of XS and FW expressway project.Chapter six is the conclusion of this paper,and the future is also prospected.
