Research On Government Supervision Of Waterproof Quality Of Public Buildings

Building waterproof performance is the key factor affecting the construction quality.Although a breakthrough has been made in the field of building waterproof in our country,but in the supervision of building waterproof quality,it is facing a more severe test.On the one hand,with the continuous acceleration of China's urbanization process,the rapid change of urban construction,the diversification of investment subjects and the surge of construction scale,the workload of the government's construction waterproof quality supervision increases accordingly;on the other hand,the Chinese government's supervision of the construction waterproof quality gradually develops after the reform and opening up,which starts relatively backward and has not formed a very perfect supervision system.Especially in the field of public buildings,with the enhancement of economic strength,the government's investment in public construction is gradually increasing,and the scale and quantity of public buildings are increasing.There are more or less problems in the institutional setting,ideology,supervision methods and procedures for the waterproof quality of public buildings.Therefore,based on the perspective of the government,the research on the quality supervision of public building waterproofing has practical significance.In this paper,the case study method is mainly used,taking the waterproof quality supervision of Baoshan District Government in Shanghai as an example,the comprehensive quality management theory and principal-agent theory are introduced to analyze the current situation of the waterproof quality supervision of public buildings in Baoshan District,and the characteristics and contents of the government supervision system of the quality of public buildings in Baoshan District and the waterproof quality supervision in recent years are proposed On the basis of the achievements and deficiencies in the construction waterproof quality supervision,this paper analyzes the causes of the problems and puts forward optimization strategies,so as to promote the Baoshan government's performance level of the public building waterproof quality supervision and improve the construction waterproof quality.In the research process,the innovative setting of the five-dimensional research standards represented by the supervision rights and responsibilities,supervision ideas,supervision means,supervision system and supervision procedures systematically and comprehensively analyzes the problems,causes and optimization strategies of the government supervision on the waterproof quality of public buildings in Baoshan District,Shanghai.
