The Application Of PPP Finacing Mode In Unban Water Conservancy Construction

Since the reform and opening up,especially since our accession to the WTO,China's economy is booming,social capital growing growth,PPP financing models are becoming more common.After 2014,the State Council,the National Development and Reform Commission and the Ministry of Finance successively issued a series of relevant policies to support PPP financing model projects.At present,the situation of local debt in China is severe,But there is a huge funding gap for infrastructure,while private-sector funding lacks access to investment.PPP financing mode can promote the government to change its functions and is an effective way to exert the effect of market resource allocation.As a result,the PPP financing model has received unprecedented attention in China.Dozens of documents have been issued by the state and local governments to actively promote the PPP financing model in the construction of public infrastructure in China.How to make social capital mobilized to participate in the construction of public infrastructure is the key problem to be solved in the extensive promotion of PPP financing mode.Therefore,whether because of the improvement of the supply and efficiency of public services,the widening of investment channels in the private sector,and even the expansion of the development space of private enterprises and the cultivation of modern market system,we should explore new ideas and methods of project management using PPP financing mode in China,improve the level of PPP project management as a whole,and find new financing methods for projects with strong public welfare but low income.At the same time,the rate of urbanization is increasing,the people's demand for urban life is also increasing,and the role of urban flood control projects in ensuring urban economic development is becoming more and more important.However,urban flood control projects are limited by their own characteristics of public welfare projects,and in the capital market is difficult,according to the traditional way of government procurement will have a great pressure on local finance.Against this background,this paper studies and combs the theory and application literature of the PPP financing model,and chooses the reconstruction and extension project of the Canal in Shangrao city flood control project as a research case.Shangrao city is an underdeveloped area of domestic economy,the local financial strength is general,it is very difficult to push the project implementation by traditional government procurement,at the same time,the situation of Shangrao city has certain universality.Asa result,it is representative to study the operation of the reconstruction and extension project PPP Sanjiang Guide Canal in Shangrao City Flood Control Project.The National Development and Reform Commission issued the Guidance on Government and Social Capital Cooperation in 2014.It declared that projects such as water conservancy,resource environment and ecological protection can implement PPP model.But adopting the PPP financing mode requires the project itself to have certain profitability,while the water conservancy project of urban flood control engineering belongs to the public welfare project,and the profitability is very weak.As a result,it is of great value and significance to study the advantages,feasibility and maneuverability of the PPP financing model for the reconstruction and extension project of Sanjiang Guide Canal in Shangrao City.Finally,this paper summarizes the case of the PPP project of the three river diversion canal in the urban flood control project of Shangrao,Firstly,this paper combs the literature related to PPP financing mode at home and abroad,and determines the research ideas and methods.Then it introduces the background of the construction of the PPP project of Sanjiang diversion canal for urban flood control project in Shangrao city,and then calculates and analyzes the value for money(VFM)and financial bearing capacity of the case.Then,the implementation mode and operation mode of the case are dismantled and draw a case conclusion and put forward the problems encountered in the operation of the PPP financing model and countermeasures.Conclusion is as follows: the urban flood control project adopts the PPP mode,which has certain cost with traditional government procurement mode,and has feasibility and maneuverability.Finally,this paper puts forward some suggestions on the PPP mode of urban flood control project: First,simplify the PPP project approval process;The second is to further strengthen the spirit of the contract;The third is to strengthen the project coordination mechanism;And the fourth is to promote water conservancy reform.
