Ecological flood control project is a project that takes ecological function,engineering function and safety function into comprehensive consideration and takes environmental protection measures along both sides of rivers to preserve water and soil,stabilize embankment and prevent flood from impacting and eroding of flood control embankment.Traditional hydraulic structures are built for the benefit and elimination of harm.Through building a series of buildings on the river,they achieve the purpose of transforming,controlling and regulating the river,but basically ignore the ecological function and sustainable development needs of the river.In addition,nowadays,people have higher and higher ecological requirements for living environment,and the rigid and large-area grey concrete flood control buildings in traditional hydraulic structures no longer meet the requirements of urban construction,which hinders urban development and construction to a certain extent.Therefore,the introduction of ecological concept into the construction of urban river flood control works and the construction of ecological flood control works can not only meet the requirements of urban flood control,but also improve the ecological environment and improve the quality of life of urban residents.Urban ecological flood control project is based on the traditional flood control project to increase the concept of ecological design.In the design and construction,the impact of hydraulic buildings on the river ecosystem,biodiversity and surrounding environment and climate is taken into account,and more attention is paid to the natural state of the river to minimize the impact of engineering measures on the river.However,with the passage of time,various ecological flood control projects will have some technical problems,safety hazards and affect the project life.The maintenance and management of ecological flood control works is not a simple process of maintenance,which includes the risk analysis,deterioration evaluation and future deterioration process prediction of buildings in the early stage,as well as the complete process of selecting appropriate maintenance methods for operation in a reasonable time.Such project is in recent years the harnessing of new thinking,new ideas of new typical of comprehensive engineering,according to each engineering facilities layout,scientific and effective management for engineering structure features,to solve practical engineering problems of operation management,maintenance and curing,extend the life of the project,improve the construction of flood control safety,ecological safety,the protection of social economic and ecological environment benefit,need a lot of money and reasonable maintenance plan of science.Ecological flood control project will be an important direction of future water conservancy project construction.Such project is still in the development stage,and more manpower,material resources and financial resources will be invested in the maintenance and management of such project in the future.Therefore,considering the long-term interests of ecological flood control project,LCC optimization theory is introduced into the field of maintenance and management of ecological flood control project.On the premise of ensuring the performance of buildings,maintenance schemes are compared and selected,so as to provide decision-makers with a cost-effective and reasonable maintenance plan and maximize the benefit of maintenance investment.The main research contents and results of this paper are as follows:(1)Summarizing the construction and management of urban ecological flood control projects at home and abroad on the basis of collecting data at home and abroad;Research background and development status of hydraulic building maintenance plan;The application and development of LCC theory in hydraulic engineering;This paper summarizes the related contents such as the diseases of traditional hydraulic architecture and urban ecological flood control architecture and their generation and development mechanism.(2)Read a large number of relevant literatures and conduct on-the-spot investigation on the status quo of ecological flood control projects,compare the differences between such projects and traditional hydraulic buildings in material selection,research objects,treatment effect and other aspects,and summarize the destruction types and characteristics of ecological flood control projects.Based on this,the evaluation index system of ecological flood control project degradation was established,in which the evaluation indexes of river features,biological abundance,river water quality,management implementation and capital investment were added to make the evaluation results more comprehensive.In this paper,a rubber dam is taken as an example to establish a second-level evaluation index system.The overall objective is the deterioration state of the project,and safety,applicability and durability are selected as sub-objectives in the evaluation index system.The grey clustering method and fuzzy extension analytic hierarchy process were used to evaluate each specific target,and the ultimate degradation grade of the building was determined by the principle of maximum membership.(3)From the perspective of engineering risk management,based on the reliability theory,failure probability is used to represent the reliability of the project.The monte Carlo-Markov chain algorithm based on sequential column subspace is used to simulate the risk of urban ecological flood control project.Based on the embankment to scour the basis of calculation of the risks,finally calculate the failure probability of 3.061×10-5,meet all kind of damage level I buildings and 2 kinds of damage failure probability control indicators and accuracy requirements.(4)Because there are many ecological indexes in ecological flood control engineering is uncertain factors,combined with the reliability theory of markov process to establish ecological degradation prediction model of flood control works,on the basis of the actual situation of engineering damage,the deteriorating state of the building level can be divided into four grades,thus simplifying the state transfer matrix of markov process,due to the complexity of computation through programming.In this paper,the degradation status of a rubber dam at 11 years of operation is taken as the initial vector,and the degradation status of the dam at every 10 years in the next 20 to 90 years is predicted by the program(5)The whole Life Cycle Cost(Life Cycle Cost,LCC)theory is introduced into the urban ecological flood control engineering operation maintenance and management,according to the characteristics of the ecological flood control project based on the LCC theory ecological flood control engineering maintenance plan optimization and practical model,maintenance method and maintenance of the structure of time as decision variable,the multi-objective genetic algorithm through programming to the planned maintenance Cost,service Life and performance as the goal,optimize the hutuo river ecological city flood control engineering maintenance plan,looking for reasonable optimal scheme,and provide theoretical basis for decision makers.Based on rubber dam as an example,this paper select common maintenance methods and the corresponding maintenance effect,maintenance costs,79 groups of non inferior solution is calculated by the program(that is,79 groups of conform to the constraints of maintenance scheme),the non inferior solutions according to the target can be divided into short-term plans,medium-term and long-term plans,decision makers can make decisions according to the practical situation and preferences.
