Evaluation On Benefits Of Flood Control Works Of LiuXi River Basin In GuangZhou

Evaluation on the benefit of flood control works is a complicated project,and there is no efficient system set up to it so far.In the past time,flood control works appraisal isn′t intergrated for it always locals in economy benefit, but ignores social and environmental impact,Under the background of that people pay much attention to the ecological environment effect,it′s very important to do some synthetical evaluation on flood control works.This article generalizes theories and methods of the flood control works of inside and outside of China, and narrate the contents in the evaluation of flood control works,and decides to use the qualitative and quantitative combining method analyzing individual indexes, then evaluation the benefit of flood control works synthetically.In order to show the integrate benefits of flood control works totally,this article figures out that a set of integrate benefits evaluation-index system should be established,after defining the gists and basic meanings of the evaluation-index system,this article bring out 19 evaluation indexes from the perspectives of economic development,social progress and environmental harmony.the fuzzy analytic hierarchy integrated evaluation method was put forward,fuzzy analytic hierarchy integrated evaluation mehod uses fuzzy mathematic changing qualitative analysis which indexes are difficult to be quantified into quantitative analysis,It acquires indexes weights by experts and then calculates comprehensive evaluation index.This article adopt Frequency-method to calculate the economic benefits.Although the low probability of the scace flood and the value of the economic benefits, it′s reasonable to lay down the flood criterion for the economically developed district which the flood control works defend.It′s indicate that the flood control works is feasible after evaluation of national economic and sensitivity analysis.The fuzzy analytic hierarchy integrate evaluation method was put to use to calculate the the integrate benefits.The result indicate that flood control works is good for the integrate benefits, flood control works has little influence on ecological environment.
