Analysis Of Government Functions In The Construction Of Credit System In Construction Industry

The industry credit system is an important factor for the healthy,orderly and sustainable development of the industry.Therefore,it has important theoretical and practical significance to study the related issues of the industry credit system construction.The construction of urban and rural areas is related to the national economy and people's livelihood,and is an important part of socialist modernization.The construction and improvement of the industry credit system is not only related to the healthy development of the industry,but also to the people's basic living needs and the desire to improve the quality of life.As an industry manager,the government should actively perform its functions and play a leading role in the construction of industry credit system.This paper firstly defines the government's functions in the construction of the credit system,that is,the credit legislation function,the supervision function and the fostering construction market credit function.Secondly,this paper analyzes the present situation of government functions in the construction of the credit system of the construction industry,and finds out the existing problems by comparing the functions the government should undertake,such as insufficient credit legislation function,inadequate credit supervision in the construction market and insufficient credit cultivation in the construction market.The causes of these problems are inaccurate definition of government functions,insufficient understanding of the importance of credit system construction and inadequate ability to perform their duties.Thirdly,this paper introduces the experience of Germany and the United States,two developed countries with complete credit system construction in the construction industry in the world,compares the role of their respective governments in the credit system construction,and analyzes the enlightenment to China.Finally,the theory is applied to practice,and the countermeasures are put forward to strengthen the government's function fulfillment in the construction of credit system.First,we need to improve the legal system and standard system of credit in the industry by improving the legal system of credit,formulating unified standards for the whole industry and establishing a credit management system.Second,strengthen the construction market credit supervision.It includes optimizing the supervision and service platform of credit information in the construction market,establishing the basic database of credit information in the industry,strengthening the incentive and punishment mechanism of keeping credit,and establishing the mechanism of pushing credit information.Third,do a good job in building market credit cultivation.The realization path has to pay attention to the good faith publicity and education and actively cultivate the industry creditsystem construction strength two aspects.So as to promote the government to fulfill its duties and build a credit system in line with the actual situation of Chinese construction industry.
