| As the growth rate of China’s construction market slows down,the existing “cake” of the construction industry is not enough to meet the needs of enterprises.Enterprises are fiercely competing in order to “survive” or gain greater market share.The construction industry,especially the housing and municipal infrastructure industries,has entered a state of complete competition.Due to the imperfect construction of China’s current market economic system,the order of the construction market is also relatively chaotic.As the bidding(submission and contracting)of the market’s “frontier position”,the natural competition is fierce,and the company tries its best to “win the bid” and causes the whole construction.In the process,there are problems such as dishonest promises,failure to perform contracts,and even violations of the law.It is highlighted in the fact that some construction companies have repeatedly violated regulations,untrustworthy behaviors,qualifications,and cut corners.Due to the concealment and fragmentation of such violations,it is difficult for regulators to effectively restrain them.Therefore,it is imperative to accelerate the construction of the credit system in the construction market,standardize the order of the construction market,and create a market environment of fair competition and integrity.This paper takes the optimization of the credit system of the construction industry in H province as the research object.The relevant research is based on the reference of foreign construction industry credit system and its theory,the summary of China’s credit policy,and the advanced experience of some provinces.This paper analyzes the housing construction and municipal infrastructure industry in the province of H.The status quo of credit evaluation system,combined with the characteristics of industry development,analyzes the problems of industry credit evaluation system by expert research method and questionnaire survey method.According to existing problems,domestic and foreign experience,preliminary investigation and research,etc.,26 experts who have rich experience in the construction of credit information system,index setting,credit result application and information collection in housing construction and municipal infrastructure industry,and one of the index system were invited.The primary and secondary indicators were screened and scored,and 3 primary indicators and 9 secondary indicators were selected.Then,using the analytic hierarchy process and the results of the questionnaire survey,determine the indicators at all levels and their weights,and establish a mathematical model to adjust whether the verification achieves the intended purpose,that is,to ensure that the enterprise scores are normally distributed,which is reflected compete between different grades of enterprises,and then build a healthy and orderly construction market.To achieve the results of credit evaluation,the construction enterprises and related parties should be forced to enhance their integrity,enhance their own competitiveness,protect the legitimate interests of migrant workers,improve the business level and practice standards of construction enterprises and all parties,and improve construction.The management level of the administrative department in the credit evaluation system and its application. |
