Research On The Supply And Demands Of Migrant Workers' Spiritual And Cultural In Chengdu Construction Industry

Migrant workers can be regarded as the backbone of China's industry and they have made great contributions to promote the overall economic and social development.In recent years,the Party Central Committee and the State Council have both attached great importance to the spiritual and cultural demands of migrant workers.It has been directly proposed that the related agencies should enrich the spiritual and cultural life of migrant workers to bring migrant workers into the urban public cultural service system and strengthen the required humanistic caring.The huge number of migrant workers in the construction industry accounts for the vast majority of the total number of migrant workers and their demands can be found universal and representative.Suggestions and countermeasures for the spiritual and cultural demands of migrant workers in the construction industry owns significant value when promoted to other industries.According to Maslow's hierarchy of needs,the needs of being respected,being recognized by society and the need of self-realization serves as the higher and more urgent spiritual and cultural needs for the modern migrant workers when the needs of subsistence,food and security have been generally met.This paper takes the migrant workers in Chengdu's construction industry as the object of study in order to understand the spiritual and cultural demands of them.By means of comprehensive field investigation and research,the author aims at enriching and expanding the scope and depth of existing research and tries to find out the true reasons and difficulties of restricting their spiritual and cultural needs to be satisfied.Some novel opinions have been multiply proposed concerning the matter of the spiritual and cultural demands of migrant workers in construction industry,the concrete data might be adopted by certain department of Chengdu Municipal Government to deal with this issue.This paper adopts the method of questionnaire survey and key interview to make analysis on the spiritual and cultural status of migrant workers in construction industry in different regions and construction sites in Chengdu.At the same time,the author has studied and analyzed the related policies issued by governments at all levels as well as the government statistical data.From the perspectives of four public cultural service providers of Chengdu Municipal Government,Women's Federation of Workers and Youth,community and construction enterprises,the author also respectively sorts and analyzes the current situation of the spiritual and cultural supply for migrant workers.It has been concluded that at present stage,imperfectness can still be found in the construction of public cultural service system of government,the service supply policy for special groups also needs to be improved,and the efficiency of public cultural service supply is insufficient,too.The Labor union,Communist Youth League,Women's Federation and other organizations have shown low pertinence in the supply of spiritual and cultural services for migrant workers,and they have made inadequate efforts in protecting the cultural rights and interests of migrant workers.When comes to the communities,they have not attached great importance to the spiritual and cultural services for migrant workers,their specific tasks have not been fully implemented,and the services and activities organized by them can be found lack of pertinence and inclusiveness.The construction enterprises who directly manage migrant workers generally presents the attitude of paying more attention to performance than that of culture,due to the matter of salary structure and salary payment situation of migrant workers,the equal cultural rights and interests of migrant workers cannot be well guaranteed and implemented.This paper focuses on the deviation between the spiritual and cultural demands of migrant workers in Chengdu construction industry and the current situation,it analyzes the reason of this fact from the perspective of migrant workers themselves,as well as the four main levels of public cultural service supplier,namely the government,Federation of Workers,Youth and Women,communities and construction enterprises.It is recommended that give full play to the leading role of the government,improve the wage payment and social security policies for migrant workers,promote the scheming and delivery mechanism of public cultural service facilities,enhance the free supply of public cultural service products,and create novel supply forms of public cultural services.At the same time,some methods can also be concluded in this paper: strengthen the targeted supply of spiritual and cultural services for migrant workers,establish positive public opinion guidance,jointly build supply with communities and enterprises,expand the service scope and set more public cultural places;strengthen corporate culture in the construction industry,as well as improve the salary structure of migrant workers.
