Management-oriented airport,one of the development trends of the world's large airport operation and management mode,is adopted by most of the world's advanced airports that are topping Airport Council International rankings.With the rapid growth of national economy,there is an urgent task for China to realize the transformation of large airports from direct-operation mode to management-oriented mode.At the same time,the Civil Aviation Administration of China(CAAC)issued the Action for Four Characteristic Airport Construction(2020-2035)at the beginning of 2020,which specifies the transformation goal of China's airports to management-oriented mode.The transformation is mainly carried out by four business modes,which include franchise,outsourcing,investment subject diversification,and large-scale airport construction.Among them,the outsourcing of professional supporting business has become a new trend in recent times.As the professional technology and management level have been well developed in various industries,the public requires higher airport service level.Innovation resources centering on high technology,information service,innovative talents and innovative culture have been playing an increasingly important role in the development of airport management.Taking Baiyun Airport as the research subject,this study explores the concept and development mode of business outsourcing from the perspective of airport administration model transformation.It has investigated the background of it and the definition of business outsourcing,previous cases,development processes,and the benefits and risks brought to the airport authority.The results can shed light on the business outsourcing and management optimization of Baiyun Airport,thereby further improving the efficiency of its business operation.
