Research On The Coordinated Management Method Of Multi-airport System Safety

With the regional economic integration and the rapid development of civil aviation industry,the coordinated development of regional multi-airport system has become the development trend of future research.According to China's civil aviation development strategy,the establishment of the world-class multi-airport system and a safe and efficient air transport system has been put on the agenda.However,civil aviation safety is the basis of civil aviation development.While improving the efficiency of multi-airport system operation and promoting the coordinated development of multi-airport system,it is necessary to ensure the operation of the multi-airport system safety.At present,there are great challenges in the operation safety of multi-airport system,which are mainly reflected in the overload operation of large and medium-sized airports,the air traffic control and airport personnel have high pressure,and safety resources are not in place and so on.And some small airports due to insufficient air transport volume,the operation of related personnel are slacked,lacking of safe awareness and so on.Therefore,how to improve the operational safety level of multi-airport system and promote the safe and effective operation of multi-airport system is an urgent need for the safety research and practical work of China's civil aviation.On the basis of summarizing the existing literature,this paper analyzes the characteristics of the management mode of multi-airport system,airport group and other multi-airport systems at home and abroad,and uses MMEM theory to make a systematic comparative analysis of the operation management mode of the airport group and the multi-airport system.At the same time,taking Beijing-Tianjin-Hebei multi-airport system and capital airport group as examples,this paper further analyzes the operation advantages and characteristics of the multi-airport system.This paper gives the relevant definitions of multi-airport system operation safety and discusses the main factors influencing the operation safety of multi-airport system from the four aspects of air traffic control,airport,airline and government which are closely related to the multi-airport system,and establishes the evaluation index system of the operation safety level of multi-airport system.Finally,in this paper,the weight value of the safety evaluation index system of multi-airport system operation is determined by using the comprehensive empowerment method combined with the method of analytic hierarchy and entropy value.And fuzzy matter element evaluation method is used to evaluate the operation safety level of the three major multi-airport system.According to the evaluation results,the problems existing in the operation safety of the three major multi-airport system are studied and analyzed,and the safe coordination mechanism and safe suggestion measures of the multi-airport system operation are put forward in order to improve the safety level of multi-airport system operation.
