Study On Construction Management Of Sponge City In Sanming City

In 19~th CPC National Congress,construction of ecological civilization is raised to the level of national sustainable development,"the people's increasing needs of the good life"is not only confined to the underlying architecture of rich,strengthen the construction of ecological civilization,providing the livelihood of the people for the sustainable development of environment,to solve the contradiction between people's good wishes and"inadequate unbalanced development".During the two sessions in 2019,the construction of ecological civilization and the protection of ecological environment was included in the government work report once again.As an important carrier of ecological water system construction,sponge city construction is of great significance for improving urban water environment.How to implement the construction of sponge city and give full play to the role of sponge city in solving urban waterlogging and improving water ecological environment is an important link in the construction of ecological civilization.This paper discusses the construction and management of sponge city from the perspective of public management,and tries to expound the significance and ways to improve the construction and management of sponge city in Sanming City under the background of safe management of urban ecological water system.This paper summarizes the background,principle,goal and significance of sponge city construction in the context of ecological civilization construction in China.Through literature research,questionnaire survey and other methods,on the basis of combing the engineering measures and non-engineering measures of sponge city construction,this paper analyzes the technical path and management approach of sponge city construction.Based on the construction condition and present situation of sponge city in Sanming City,the paper analyzes the problems of sponge city construction in Sanming City.By referring to the advanced cases of sponge city construction and management in pioneering cities such as Auckland and Xiamen City and Chongqing City,and combining the urban construction situation and existing policies of Sanming City,this paper puts forward optimization suggestions from the aspects of technology and financial support,system guarantee,scientific and technological innovation of talents,and new operation and management modes.
