Twenty-first Century will be the century of cities.With the development of urbanization,China has entered into a new era dominated by urban society.At the same time to promote urban economic growth,urbanization has also brought some problems.The increase of impervious area makes it difficult for storm water to infiltrate and be eliminated,and ultimately leads to city floods.Lake and river eco-space are severely squeezed due to overexploitation and wetlands and green space area tend to atrophy,and biodiversity is under threat.The production and living waste water are discharged at random,which makes the phenomena of black and stink in the urban water body occur frequently.Urbanization brings the size of the population growth,and makes the city production and living water surge,so a lot of cities are faced with the dilemma of water resources in short supply.Coupled with urban water pollution,water quality has been the very prominent problem in many cities.All of these harsh realities not only seriously threaten the safety of the people’s lives and property,but also do harm to the healthy and sustainable development of the city’s economy and society.At the central working conference on urbanization in December 2013,general secretary Xi Jinping proposed to build a "sponge city",which had the function of natural accumulation and natural infiltration and natural purification.Through the construction of sponge city and the use of low impact development concept,the purposes that solve the water problems mentioned above will be achieved.At present,the country has set off a boom in sponge city construction.Lanzhou is located in the northwest of China and it is the political and economic and cultural center of Gansu Province.In the process of urban development,Lanzhou is facing a series of water problems,such as water shortage,waterlogging,water pollution and so on.At the same time,the quality of living environment in Lanzhou is not optimistic.This paper takes Lanzhou City as an example to systematically study on the sponge city,and discusses the necessity,feasibility and importance of constructing sponge city in Lanzhou.First of all,on the basis of the research background,research significance,research content and research methods,the paper reviews and unscrambles the theories of sponge city,and then summarizes the theories and practices of domestic and foreign sponge city construction.Through a comparative analysis of both theories and practices,the paper summaries the worthy of the study and draws lessons from successful experiences.Second,the paper describes the current situation of Lanzhou City,and the basic situation of water,and puts forward the city in such aspects as water security,water resources and water environment problems,and comes to the conclusion that it is necessary to bulid sponge city in Lanzhou.Using SWOT analysis,it isconcluded that the current disadvantages of building sponge city in Lanzhou is more than the advantages,and the opportunities and the challenges coexist.The existing construction of sponge city in Lanzhou is difficult,but it has the feasibility of construction.Thirdly,according to the actual situation of Lanzhou City,the paper puts forward the goals and targets of sponge city construction,and points out that these indicators are not fixed,but needs to make dynamic adjustment with the future development of Lanzhou City.Fourthly,it is concluded that after the construction of sponge city in Lanzhou City,it will have great ecological environment and social and economic benefits.That is,the conclusion of the importance of sponge city construction in Lanzhou.Fifthly,the paper puts forward the countermeasures and suggestions for the construction of sponge city in Lanzhou.Finally,the paper expounds the shortcomings of the study and the prospect of future: Lanzhou is expected to become a vibrant livable landscape city in China’s western region through the construction of sponge city.
