Research On Problems And Countermeasures Of Sponge City Construction In Wuhan

From 1978 to 2018,the reform and opening up has lasted for 40 years.With the rapid development of social economy and urbanization,the living conditions and living environment of urban residents have been significantly improved and improved.However,this concept of "heavy speed and light quality" of traditional urban construction and models have brought unprecedented damage to the ecological environment of cities.In particular,urban ecological environment has deteriorated day by day,such as waterlogging disasters in cities are frequent,water pollution is serious,insufficient water resources and so on.At present,most cities in our country suffer from the floods of-waterlogging,which not only pose a huge threat to the urban economic development,but also have a negative impact on the normal production and living of residents and their health.As a result,various sectors of society have begun to pay more attention to urban waterlogging.In order to alleviate such a serious problem of urban waterlogging,greatly improve and restore the urban water ecological environment,and comprehensively enhance the living quality and quality of life of urban residents,the sponge city concept came into being.Wuhan is facing serious problems of urban waterlogging.Wuhan vigorously carried out construction of a sponge city with a view to minimizing the negative impact on urban aquatic environment in urban construction.In 2015,Wuhan was selected as one of the first pilot cities for sponge city construction in China.Sponge city has become a key promotion project of urban construction in Wuhan.As a city manager,Wuhan government plays a leading and leading role in sponge city construction the overall effect.At present,the research on the sponge city construction focuses more on the technical aspects,and the research on the government management is still less.Through the use of literature research,qualitative analysis and comparative analysis,and other social research methods,the present situation of sponge city construction in Wuhan has been analyzed and studied in depth.Wuhan has established a sponge city construction and organization work system,select the demonstration area and strengthen the sponge body construction and protection measures to make sponge city construction in Wuhan has achieved good results,but there are still construction planning is not systematic,lack of communication and cooperation between the bureau and other departments,construction funds are not sufficient,the lack of professionals and technology and lack of enthusiasm for public participation,and from the lack of understanding of the concept of sponge city construction,government management system is not perfect,sponge city construction related policies are not perfect and lack of effective monitoring and evaluation mechanism the cause of the problem.After an in-depth analysis of the present situation,problems and reasons,this paper makes an effective reference to the experience of major cities in domestic and foreign countries in promoting sponge city construction.It concludes that the Wuhan should constantly improve the sponge city policies and regulations and encourage multi-channel financing for the construction,emphasis on personnel training and technical research and other advanced experience,combined with the Wuhan sponge city construction,put forward the full implementation of sponge city construction concept,improve the government management system,improve sponge city construction related supporting policies and a series of suggestions on the construction of sponge city in Wuhan.
