Since the state council issued the decision on the reform of investment system in2004,the state and the electric power industry have formulated a series of regulations on the post-evaluation of fixed asset investment projects.Under the background of power system reform,power grid enterprises are required to carry out post-project evaluation,strengthen the constraints on investment and cost,pay more attention to refined management,reduce cost and improve efficiency.Starting from project post-evaluation and based on the theory of project post-evaluation,this paper studies the post-evaluation of power grid construction projects in western Mongolia.The main research contents include the following three aspects:1.Research on the theoretical basis of the post-evaluation management system of construction projects.Through the research on the post-evaluation of projects at home and abroad,literature analysis method,comparative analysis method,field investigation and interview method are adopted to study the post-evaluation of power grid construction projects in western area of Inner Mongolia,laying a solid theoretical foundation for later research.2.Post-evaluation index system of construction projects of power grid in western area of Inner MongoliaThe national government and electric power industry formulated by the relevant policy about construction project post-evaluation as a guide,combined with literature analysis as auxiliary,according to experts' various ideas of post-evaluation,features of the power grid construction projects in western Mongolia and the background of the electricity reform under the new situation,the target layer method is used,the total target layer refinement,to get the initial index system.Then the initial index system of project post-evaluation is further screened and optimized.The subjective screening method is used for qualitative indicators,and the objective screening method--grey relational degree analysis method is used for quantitative indicators.This paper constructed a post-evaluation index system of network construction projects with 9dimensions and 35 indicators.3.Post-evaluation model of power grid construction projects in western area of Inner Mongolia.In this paper,the commonly used performance evaluation methods and empowerment methods were compared and selected.Based on the full study of relevant laws and regulations of the country and the power industry,the index evaluation criteria were developed.Finally,an AHP-fuzzy comprehensive evaluation based evaluation model of power grid construction projects in western area of Inner Mongolia was constructed.The feasibility and validity of the model were verified by case study.
