The Planning And Construction Management Status And Countermeasures Of Small Towns And Cities In Baotou

Energetically developing small city and is a basic way to achieve a great goal of ensuring our people a relatively comfortable lift, and is the sole way to solve the issues concerning agriculture, countryside and farmers. The report of the sixth congress of the Party Representative clearly pointed out: "Speed up urbanization process; increasingly improve urbanization level; persist that the big, medium and small towns have a coordinate development with small city; take a urbanization road with Chinese features; eliminate those obstructive policies and systems which are disadvantage to the urbanization development". Third session of sixth central committee of Party raised a scientific development conception, and issue of comprehensively and coordinately developing city and town. According to a clear aim and developing thinking of the Party Central Committer, Baotou Municipal Party Committee and government have been seeking a way out in order to speed up small city town construction of Baotou; Since economic developing level of Baotou is lower, and government organization at all levels gave less investment for small town, moreover, less attention pays for small urban construction in the past years, a lot of problems thereby accumulated causes that development is difficult presently. Therefore, finding out problems and taking a solution as Baotou real situation is needed for speeding up Baotou urbanization process, energetically developing economy, increasing farmer and herdsman in-come, improve lift level of farms and herdsman.In the past years, the writer has been engaged in planning constructionmanagement of small urban. According to some ordinarily learned knowledge and a one-year investigation at grass-root level, seven major problems which restrict the development are raised from three aspects of small urban planning construction management; and the existent problems are analyzed one by one. Especially, in the aspects of urban systematic planning, detail planning, strengthening the attraction of small urban for fanners, fostering a thinking to manage urban, building small city with some features and strengthening planning management, and etc the writer gives some his own issues. Thinking of urban arrangement, commonly sharing infrastructure construction is raised for the aspect of urban systematic planning. How to ensure scientific planning is raised for the aspect of the detail planning; setting-up method of society security system of Baotou small city and town is raised for the aspect of enhancing the attraction of small city and town for farms; developing thinking of environment protection and feature industries are raised for the aspect of developing urban with some features; thinking of organization setting-up, personnel ensuring, putting expense into effect, and insurance of construction fulfillment, and etc. are raised for the aspect of strengthening management. In accordance with the existent problems, some measures which must be taken for solving those problems are put forward. The measures, if being implemented, must be able to improve the development of Baotou economic construction and various business; small city and town thereby will have a rapid development.
