Under China’s previous planning system,the transfer of building scale from overall urban planning to detailed planning has always been a thorny problem.The overall planning often only predicts the scale of urban population and construction land,and the calculation of building scale is only studied in the detailed regulatory planning.The lack of scale transmission has led to the fact that the total amount of buildings actually developed in the city far exceeds the expected and actual demand,especially in small and medium-sized cities with slow population growth,resulting in waste of resources such as ghost towns and empty cities.In some megacities,by compiling zoning planning and unit planning,as an intermediate level between the overall planning and the control planning,the requirements of the master planning are decomposed and refined,and the total building volume is determined at the level of the zoning planning and the unit planning,and is used as the control plan.in accordance with.However,the total amount of buildings in small and medium-sized cities is not determined until the planning stage.The resulting phenomenon that the building scale of the plots in the detailed regulatory planning is larger than the total building scale of the general plan is not uncommon,and the problem of conduction failure is severe.In 2018,the Central Committee of the Communist Party of China decided to establish a territorial and spatial planning system.In the "Guidelines for the Compilation of Municipal Territorial Spatial Planning",it was clearly required to delineate the detailed planning preparation unit,and the detailed planning preparation unit was used as the basic unit to decompose and refine the general plan.The identified indicators and requirements are then transferred to detailed planning.This reform plays an important role in the capacity control of small and medium cities and the rational development of land resources,but at present,there is no effective path and measure for how to calculate the building volume in the detailed planning unit.This study has combed the construction scale transmission and control methods at home and abroad in detail,and found that domestic and foreign methods for the determination of building scale mainly inc lude the intensity zoning method,the input-output method,the project development inversion method,the traffic carrying capacity inversion method and the new method.Technical and mathematical model methods,these methods are mainly used to determine the building scale of independent plots or areas,and their ideas are mainly bottom-up,lacking scale transmission and constraints from general planning to detailed planning.Aiming at the detailed planning unit of the overall planning of land space,this paper combines the idea of scale transmission with the method of intensity zoning,and focuses on small and medium-sized cities,and proposes a method for calculating the total building volume of the detailed planning unit.The method first divides urban land into residential land,commercial land,public land,industrial land,and storage land,calculates the total planned buildings of each land use,and divides urban detailed planning units.Then,after the Delphi expert scoring method is used to determine t he influencing factors of the total building volume,the influencing factors are divided into reference factors and correction factors.The correction factors are divided into score correction indicators and floor area ratio or building height correction i ndicators.At the same time of constructing a score correction model for two-dimensional level correction,a restriction model for three-dimensional space level correction is constructed.The model divides the urban construction intensity into five areas.Finally,according to the restriction model,the total amount of buildings of different types of urban land is allocated to each district,and the floor area ratio of the five types of land in each district is obtained,and then the total building volume o f each detailed unit is obtained.In addition,this paper also applies the method to the determination of the total building volume of detailed planning units in Huayuan County,which confirms the effectiveness and practicability of this method in the cent ral urban area of Huayuan County.Certainly has a certain reference significance.The method for determining the total building volume of detailed planning units in small and medium-sized cities proposed in this study serves as the basis for the control of building scale control in detailed planning,and provides a method reference for the transmission of the total building volume index under the national land and space planning system.Downward transmission,and finally improve the transmission system,and improve the construction of the transmission management and control system from the general planning to the detailed planning in the central urban area of small and medium-sized cities.
