Research On Village Planning Based On Joint Creation Concept

At the time when the modernization of the national governance system and governance capacity is fully promoted and the target node of the rural revitalization system framework is basically formed in 2020,the vast rural areas that are the end of China's social governance system still face many problems of inefficient governance.The exploration of effective rural governance mechanisms has received increasing attention.There are still many problems in the village planning that should be an important starting point for improving rural governance.The existence of these problems makes it necessary to change the working mode in the village planning reform,to mobilize the masses extensively,and to fully integrate planning and rural governance,so as to ensure that the village planning can effectively guide the village construction and effectively serve the villagers.At the same time,the joint creation concept was put into practice in urban communities in Yunfu City,Xiamen City,Guangdong Province,etc.,effectively improving the community's human settlement environment and governance level.The problems it concerns and solves have a strong correlation with the above village planning problems.Therefore,this article regards village planning as a whole process of planning,construction,management and operation,and applies the concept of co-creation to try to study a set of village planning models based on the concept of co-creation.The article firstly studies the development process of the village planning in China and the current village planning system,and systematically summarizes the main problems of the village planning in China and the reasons for these problems.It also studies and summarizes the practical cases of village planning at home and abroad.Then it analyzes the necessity of carrying out village planning research with the concept of joint creation.Then,it is targeted from several aspects such as deepening research and organization launching,multiple co-governance planning system construction,problem and demand-oriented planning scheme preparation,time-series design of planning implementation,planning supervision mechanism construction,and long-term operation mechanism construction.A village planning method model based on the idea of joint creation.Then take Tuguan Village of Qinghai Province as an example to carry out practical research.Finally,the advanced nature of the village planning model under the concept of co-creation is summarized and analyzed from the four aspects of guaranteeing the diversity of work modes,strengthening village democracy,enhancing the practicality of results,and clarifying the governance of planning.Provide guidance and reference for strengthening the practicality of village planning under the guidance of the concept of joint creation and promoting the modernization of rural governance.
