Research On Inter-departmental Cooperation In Lanzhou Railway Port Management

With the proposal of the “Belt and Road” initiative,Lanzhou,as a node city,has become the forefront of reform and opening up.In order to seize the strategic opportunities and give full play to its geographical advantages,Lanzhou has specially applied for the establishment of Lanzhou Railway Port.Since the approval of Lanzhou Railway Port,Lanzhou has been actively establishing the port management system and mechanism,promoting the construction of port inspection facilities and supporting infrastructure,promoting the normal operation of international freight trains,and accelerating the construction of “China international Trade Single Window” for international trade,Some achievements have been made in the construction and management of Lanzhou railway port.However,due to the late start of railway port construction,weak foundations,small business volume,insufficient port functions,and relative lag in terms of overall scale,functional layout,and regulatory resource allocation,restricting the development of opening to the outside world,port management is facing huge challenge.In order to better adapt to the requirements of the new era of reform and opening up,meet the development needs of Lanzhou's open economy,and optimize the port's business environment,the management level of Lanzhou's railway ports needs urgent improvement.Port management is a systemic work involving multiple departments,further strengthening the cooperation between relevant departments of port management is of great significance to improving management level of railway ports.First of all,this article explains the current status of inter-departmental collaboration in Lanzhou Railway Port Management through a review of Lanzhou's railway port overview,the participants,methods,purposes,and content of inter-departmental collaboration.Based on the theory of collaborative public management and holistic governance,some staff members were selected fromrelevant departments of Lanzhou Railway Port Management,port operating companies,and international freight train operating companies to conduct interviews,and combined with literature research methods and observation methods,summarize the problems in the cooperation between relevant departments of port management and analyze the causes of poor cooperation;Finally,combined with the actual development of inter-departmental cooperation in Lanzhou Railway Port,the strategy of strengthening the inter-departmental cooperation of Lanzhou Railway Port from four perspectives of organization,institution,personnel,and environment is given.In terms of organizational strategy,it is necessary to scientifically set the organizational structure,define the responsibility boundary of each department,guide the participation of multiple subjects.In terms of institutional strategies,it is necessary to establish performance evaluation,realize information sharing,and establish legal support;In terms of personnel strategy,it is necessary to recruit professional talents and establish a training and learning system;in terms of environmental strategies,it is necessary to create a climate of administrative culture of mutual trust and accept social supervision.
