A Study On Qian Zhengying's Thoughts On Water Conservancy(1944—2012)

Qian Zhengying,a well-known water conservancy expert in China and an academician of the Chinese Academy of Engineering,had made great contributions to the cause of water conservancy in New China.Qian Zhengying worked in water conservancy when getting involved in projects on controlling the flood disaster in the Huai River during the War of Resistance Against Japan.After the founding of the People's Republic of China,she assumed the positions of vice-director and director of the Water Conservancy Department for more than 30 years,devoting herself to the construction of water conservancy and hydropower in China.She participated in the watershed management of major rivers such as Huai River,Yellow River,Yangtze River,Hai River,Pearl River,etc.,worked out a series of guidelines,policies and regulations for water conservancy construction,and put them into practice.In addition,she was involved in the demonstration,design and construction of many major water conservancy projects,especially playing a significant role in solving the technical problems of Gezhouba Dam Water Conservancy Project and the demonstration of Three Gorges Project.In the long-term practices of water conservancy,Qian Zhengying gradually formed a set of systematic water conservancy ideas,covering water conservancy decision-making,water conservancy construction,water conservancy management,etc.For example,water conservancy is the lifeblood of the national economy;the governance of large rivers is the key of water conservancy construction in our country;the main force of water conservancy construction is the masses of the people;the construction of water conservancy should rely on the continuous innovation of science and technology,and the decisions should be more scientific and democratic.Qian Zhengying's thoughts had exerted huge influence on the water conservancy construction in various periods in New China.Many of her views have still played an important guiding role in the current practice of water conservancy construction in China.Through the study of Qian Zhengying's thoughts on water conservancy,it can better demonstrate the development and changes of water control strategies,the achievements of the water control cause and the outstanding historical contributions made by the scientific and technological elites of water conservancy since the establishment of the People's Republic of China.
