The Studies Of Ningxia’s Irrigation Works Construction During The Republic Of China Era

During the period of the republic of China,though Ningxia’s warlords fighted with each other Endlessly,all potentates of Ningxia took building water conservancy,reclaimming wasteland and Developing agriculture as the basic of consolidating state power and maintaining social stability. Especially in the period of Ma Hung-kwei,Ningxia’s water conservancy had obtained some achievements to someextent,some water conservancy projects had been constructed,the planning aspect, design aspect,Construction and management aspect,etc of Ningxia’s water conservancy project had a chance to move towards institutionalization and legalization, modernization.In this article,I took the achivements.the operation of Ningxia’s water conservancy,the evolution of Ningxia’s water-board as the object of the research,concluded that Ningxia’s water conservancy was the lifeblood of Ningxia’s agriculture,it’s reasonable that Ningxia’s potentates took the development of water conservancy as the main point of their responsibilities based on Ningxia’s Natural Conditions and historical development of water conservancy.All potentates of Ningxia had arranged for many commissioners to abolish the age-old malpractices of Ningxia’s water conservancy,so that many remarkable successes had once been achieved.Ningxia’s water conservancy management had a transformation from the bureau of canal system to the democratic committee system during the period of the republic of China,an it had been changed to the bureau of canal system again later for a more effective management. Ningxia’s potentates had constructed many channels simultaneously,and YunTing canal was the best famous one among these channels. Ningxia’s water conservancy had been moving toward institutionalization and legalization, modernization mainly embodies the foundation of Ningxia’s Water conservancy world watch institute,the promulgation of Water law system and the programming of water conservancy construction.Unfortunately,there were many wicked phenomena happened Frequently such as many potentates abused water law,the relatives of them disregarded water law.But, all in all,Ningxia’s water conservancy had been moving toward modernization in the the tide of history.
