A Quantitative Evaluation Method Of Urban Community Social Resilience From The Perspective Of Capital

In recent years,urban communities in China are faced with more and more uncertainty shocks and frequently hit by disasters,resulting in numerous casualties and property losses.As the basic unit of urban disaster prevention and mitigation,community must strengthen resilience to cope with the impact of disasters.However,in terms of disaster management,China lays too much emphasis on economic input and ignores the improvement of social resilience,which is obviously insufficient.Therefore,this paper introduces the concept of "social resilience",a research hotspot of domestic and foreign scholars in recent years,measures the social resilience of urban communities from the perspective of capital,and constructs a quantitative evaluation method model,in order to effectively improve the ability of urban communities to cope with disasters at the social level.The main contents include:(1)Put forward the concept of social resilience,summarized the research status of relevant content at home and abroad,and evaluated and analyzed the existing research.It was concluded that most of the research at home and abroad mainly focused on the universal resilience,few focused on the social level,and few formed a quantitative evaluation system.The deficiency of the existing research was found and the direction of this research was determined accordingly.(2)Based on the research objective of this paper,the significance and connotation of the three important concepts of urban community,social resilience and urban community social resilience are clarified,and the correlation between social capital and social resilience is demonstrated,which lays a theoretical foundation for the later research on social resilience from the perspective of capital.(3)Based on the definition of relevant concepts,this paper analyzes the impact of high-frequency disasters on communities and the disaster adaptation mechanism of urban communities' social resilience,that is,how urban communities mobilize their own social disaster capital to cope with high-frequency disasters,and thus finds out the key factors affecting social resilience.(4)List the social capital owned by different subjects in the community,and obtains the indicator system of the social resilience of the urban community through literature analysis and expert screening.Specifically,it includes 6 indicators of grassroots government,7 indicators of residents and families,5 indicators of owners' committee and 7 indicators of property management companies.(5)By using ANP network analysis method and combining with experts' judgment on the relative importance of indicators,the weight of evaluation indicators of social resilience of 25 urban communities in 4 dimensions was calculated,and the grading results of evaluation indicators and improvement ideas were put forward.(6)Seven typical urban communities in nanjing were selected as the cases.TOPSIS method was used to analyze the seven cases.By scoring the communities respectively,the ideal solution and the distance between each community and the ideal solution were calculated.This research has focused on urban community social toughness,pioneering combined capital perspective with resilience concept,build the capital under the perspective of urban community social toughness evaluation method in order to enhance its ability to respond to disasters from the social level,for the future of community disaster management provides a new research perspective and is of great significance in promoting community social resilience.
