In today's economic globalization, with the increasingly mature "One Belt And One Road" initiative, more and more Chinese construction enterprises will focus on overseas. There are many uncertain factors in the environment abroad, resulting in the risk of overseas projects is much higher than that of domestic projects.Strengthening risk management of overseas projects is an important part of achieving the overall goal of project management. This paper firstly analyzes and introduces the environment of the first phase project of Bangladesh payra power plant, and then identifies the risks of the project from six aspects, including political, legal and social environment, natural environment, economic environment, environment of the project implementation process(mainly referring to the construction process),project contract management and the influence of relevant stakeholders. The analytic hierarchy process(AHP)is used to make qualitative analysis of risks, fuzzy comprehensive evaluation method is used to make quantitative analysis of risks, and the two analysis methods are combined to make comprehensive evaluation from two aspects of the impact degree and occurrence frequency of risks, which makes the results originally analyzed by subjective conditions more convincing. Finally, according to the risk factors identified through analysis, risk avoidance, risk mitigation, risk acceptance and risk transfer are targeted, and the project risk management system is improved. In the process of monitoring risks,we will constantly improve the risk response plan, actively respond to the unavoidable risks that occur, and do a good job in future prevention work, evaluate and analyze the new risks that do not occur and are not identified, and formulate corresponding emergency plans, and actively respond to unexpected situations to reduce losses caused by risks. This article only studies the risk management of the first phase project of Paajala Power Plant.Although it has certain limitations, the project is large in scale and the coverage of this article is extensive. It can be used as a reference for similar projects in terms of future risk management of the project and the company's expansion in overseas markets, and it is also hoped to have certain significance and value for future risk management.
