Research On Risk Management Of Overseas EPC Railway Projects

In the case of the prime minister Li Keqiang vigorously promote China’s high-speed rail technology, the strength of China’s solid railway technology has aroused widespread concern in the world, but also to improve the status of China’s railway technology in the world. Carrying out the strategy of "going out", overseas railway projects have become the main force in China’s foreign contracted projects. In the "Silk Road Economic Belt" and "21st century maritime the Silk Road" background, the huge demand for overseas railway market so that more and more Chinese enterprises to go abroad, China’s overseas railway contract scale more and more. EPC model has gradually become the main mode of overseas railway project contracting. However, with the increasingly fierce competition in the overseas railway market, the international economic and political situation is tense, the risk of overseas railway contracting is also increasing.In this paper, the risk management of overseas railway EPC project is carried out on the EPC project contractor’s point of view. First, through the analysis of the literature, reviews the theory of risk management and EPC project risk management research, analysis of the main features of the overseas railway EPC project, and the construction of the overseas railway EPC project risk management framework.Secondly, the analysis and Countermeasures of the main risks of overseas railway EPC projects. According to the characteristics of the overseas railway EPC project that the main risks include economic risk, political risk, social risk, natural risk, technology risk, and the establishment of the overseas railway EPC project risk evaluation index system, using analytic hierarchy process and fuzzy evaluation method of risk into the evaluation, and puts forward the specific risk coping strategies and measures.Finally, according to the Djibouti EPC Ethiopia railway project case analysis, risk assessment using the introduced overseas railway EPC project evaluation system, and then put forward Ethiopia to Djibouti EPC railway project risk response measures, "The Belt and Road" under the situation of China railway to go abroad to provide experience for reference.
