| In the transition period of promoting the reform of electricity sales side and orderly releasing the electricity consumption plan,on the one hand,it is necessary to introduce competition on the electricity sales side,for the large consumers in electricity sales market,it is important to give them the right to choose the electricity supplier and incentive demand side response,thereby promoting the electricity supplier to reduct cost and improve the efficiency of eletricity production;on the other hand,for small and medium-sized consumers who have not entered the market(hereinafter referred to as non-market consumers),they should also be given the right to choose the electricity price menu guiding them to use electricity reasonably and rescheduling consumption from peaks to valleys,thereby improve electricity equipment utilization and reduce electricity supply costs.Therefore,on the transition period of power system reform,the pricing method of the optional sales electricity price for non-market consumers in the electricity supply service of electricity grid enterprises and the pricing mechanism of optional sales contract between competitive sales electricity companies and their reseller consumers are studied separately in this paper,providing theoretical methods for promoting China’s sales price reform and sales side competitionThis paper summarizes the theoretical results of domestic and international research on optional sales price,systematically elaborates the economic theories,option design principles and incentive compatibility constrains of the optional electricity price,introduces the current practice of competitive and non-competitive electricity sales bussiness,and provides a theoretical basis and practical reference for formulating the optional electricity prices.For the guaranteed electricity service supplied to the non-market consumers by the grid enterprises,this paper improve the unified peak and valley electricity prices applied to all consumers,develop the an optional time of use electricity prices.First,the adaptive k-means clustering method is used to segment the load types.Then,using the characterization relationship between the demand price function and the utility function,the user’s electricity preference model is established based on the utility theory.Finally,under the premise of ensuring cost recovery,aiming at maximizing the sum of user benefits,introducing the benefit weights of different types of consumers to weigh the efficiency and fairness of pricing,and formulating optional three-stage the time-of-use tariffs with different peak-to-valley ratios.The analysis of the example shows that the time-of-use electricity prices with different price ratios can stimulate consumers with different demand response characterastics to shift the load at the peak time to the valley time on the basis of ensuring the electricity consumption benefits,so that the power supply cost,the consumers’benefits and the load factor of electric power system can be synergistically optimized.In view of the transitional stage before the completion of the electricity spot market,this paper designed an optional“guaranteed price difference+deviation penalty75 electricity sales contract.The Latin hypercube sampling is used to generate the electricity consumption scenario,with the goal of maximizing the profit considered market share,and the stochastic optimization model of the electricity price different is established.The analysis of examples shows that under the optional electricity sales contract,the electricity saleser provides different price reduction benefits for consumers with different power consumption deviation rates,and shares the inspection costs with consumers with large deviation rates,realizing the segmentation and assessment of consumer groups,and the risk of deviation penalty is reduced and the profit of selling electricity is increased.The research in this paper provides the theoretical methods for grid enterprises and electricity retailers to develop optional electricity sales price,the former is conducive to promoting peak load shifting and reducing the cost of electricity supply;the latter helps to promote the large power consumers in the sales market to improve the monthly electricity consumption forecast accuracy and reduce the operating risk of the electricity sales company. |
