With the rapid development of urbanization,the urban population is more and more intensive.The huge energy generated during the earthquake will seriously affect the normal production and life of urban residents,resulting in the destruction of lifeline facilities and even lead to unexpected disastrous consequences.Therefore,the task of urban earthquake resistance and disaster reduction is more and more arduous.Based on this,the establishment of the scientific,reasonable and effective urban comprehensive earthquake resistance index system makes the quantitative assessment of the comprehensive earthquake resistance of cities possible,which can improve the comprehensive earthquake resistance of cities in China.First of all,on the basis of a review of related literatures and current achievements of researches,we establish a index system by analysing the factors affecting the seismic capacity of cities and the multi-factor grey correlation of direct losses caused by earthquakes preliminarily.Under the guidance of the correlation-variation coefficient method,the initial index system to form an evaluation index system consisting of 5 system layers,17 element layers and 35 index layers.Then BP neural network evaluation method is selected,and the evaluation model of urban comprehensive seismic capacity index system is constructed by Matlab tool.The output results of BP neural network show that after function training,the actual output value is highly consistent with the expected output value,and the average relative error is 2.19%,which shows that the model has good application value and can accurately evaluate the comprehensive seismic capacity of the city within a reasonable error range.The evaluation results show that in 2017,the comprehensive earthquake resistance rating score of Tangshan is 0.78,and the comprehensive earthquake resistance rating of Tangshan is considered to be good according to the comprehensive earthquake resistance rating standard of the city,reaching a high level.Through the analysis of the evaluation results of the comprehensive earthquake resistance capacity of Tangshan,the weakness in the urban disaster prevention link are found out,which can provide the auxiliary decision support and information support for the urban management department and the public,and effectively reduce the earthquake disaster.Figure 21;Table 18;Reference 55.
