Microgrid is a power generation,transmission and distribution system close to the user end,which can realize local production and local consumption of electric energy.The construction and development of microgrids play an important role in achieving the goal of carbon neutrality.In this context,microgrid investment operators,government departments,power companies,and power users will all participate in the evaluation system of the microgrid planning program.Only by considering the interests of all parties involved can the overall society of the microgrid planning program The greatest benefit.This paper establishes a micro-grid planning evaluation index system and a comprehensive evaluation model that considers the participation of multiple stakeholders.The main tasks are as follows:First of all,according to the characteristics of multi-stakeholders in microgrid planning,a set of microgrid planning evaluation index system considering the participation of multistakeholders is established.The index system consists of four parts:microgrid investment operators,government departments,power companies,and power users.Microgrid investment operators mainly include economic and technical indicators;government departments mainly include energy,environment,and economic indicators;power companies mainly include economic and safety indicators;power users mainly include power supply reliability and power satisfaction Aspect indicators.In addition,the evaluation indicators are divided into direct indicators and indirect indicators according to the degree of difficulty in calculating and obtaining the evaluation indicators.Aiming at the difficulty of obtaining indirect indicators,a time-series production simulation method for microgrid indirect evaluation indicators is proposed.Secondly,a weight determination method combining analytic hierarchy process and entropy method is proposed,which can effectively take into account the objective value of expert experience and indicator information.At the same time,based on the study of gray system theory,a gray comprehensive evaluation method based on gray correlation analysis is proposed,which can realize the comparison between different evaluation data.Finally,a gray comprehensive evaluation method based on the analytic hierarchy process-entropy method,which is suitable for multi-stakeholder participation and multi-level evaluation index system,is obtained,so as to realize the scientific evaluation of the microgrid planning scheme.Finally,taking a grid-connected microgrid as an example,comprehensive evaluation and calculation of various microgrid planning schemes are carried out,and the evaluation ranking results of the microgrid planning schemes are obtained,and the influence of the weight of multiple stakeholders on the microgrid planning scheme is analyzed.The evaluation results of microgrid planning schemes under different evaluation methods are analyzed,to illustrate the effectiveness and scientific nature of the method in this article.
