In China's power generation energy structure, thermal power accounted for the largest proportion.China's long-standing tradition and primary energy structure determine that China's fuel-based energy using situation will persist for a long time.Coal will also be used as a main energy and important raw material for a long time to come. There will be no fundamental change in the dominant mode of thermal power generation. In the thermal power generation model, fuel cost accounts for up to 70% of the total cost of power generation. The level of fuel management will directly affect the production and operation of power plants. Moreover, the fuel management content is complex, the amount of information is large, and it is too professional and has many processes. Also, fuel risk management is often overlooked in China. Therefore, the research on fuel risk management is of great significance.Based on HY thermal power plant as the research object, through case analysis, field research and interview, this paper puts forward a set of theoretical system applicable to the whole process risk management in thermal power generation enterprises.(1)Basing on the current situation of fuel management of HY Thermal Power Plant, this paper analyzes the advantages and challenges of fuel risk management.(2)The whole process of fuel management includes risk identification from fuel planning, transfer, consumption, coal storage to accounting.(3)To propose the above risks,a comprehensive risk management is carried out for the entire fuel process. The above research cannot only make up for the missing content of the whole process risk management, but also provide comprehensive risk management ideas and methods for enterprises with similar situation.
