Since the reform and opening up,with the rapid development of urbanization and real estate market,a large number of residential areas with complete facilities,complete functions and standardized services have been put into use,greatly improving the living environment and quality of life of the people,but at the same time,there are some old residential areas before 1990 with incomplete facilities,many potential safety hazards,energy conservation and emission reduction standards,especially It is an area with earlier development,such as Beijing and Shanghai.The housing market gradually changes from increment to stock,and a large number of old residential areas need to be reconstructed.In 2012,China began to carry out comprehensive renovation of old residential areas according to demand,stage by stage and high density,which was generally supported and praised by the people.However,due to the characteristics of large-scale reconstruction of old residential areas,large number of owners,lack of original drawings,and difficulty in field investigation,there are many problems in the cost management of construction units,and the more late the construction funds are,the more budget exceeds budget estimate and settlement exceeds budget As it happens from time to time,it is urgent to improve the cost management level of the whole process.The s community of T group is located in Shijingshan District,Beijing.It belongs to the comprehensive renovation of the old community of the State Administration and uses the central financial funds.In the implementation stage of the comprehensive renovation project of s community,it is found that the design drawings are inconsistent with the actual situation on site,the municipal public expense is not considered enough,and the unbalanced quotation affects the implementation,which seriously affects the cost control of the project.The reasons are that there are different cost management problems in the decision-making stage,design stage and bidding stage,so it is necessary to analyze,sort out and find out solutions.Firstly,the thesis reviews and studies relevant materials and documents to sort out the relevant theories and concepts.Secondly,taking s community of T group as the main case,it introduces the basic situation of the project,analyzes the cost control achievements of each stage with earned value method and makes an intuitive evaluation,and analyzes the problems and causes of each stage in the whole process cost management with the whole process cost management theory Put forward targeted solutions and ideas for the problems,provide theoretical basis and practical guidance for the cost management of the second batch of old community comprehensive maintenance and transformation projects of T group,and provide management reference and effective reference for the cost management of the whole process of other old community comprehensive renovation projects.
