With the environment’s changing of the construction market,the competition of municipal engineering construction market is increasingly fierce. Meanwhile, with the spreading of the reform of our cost management system, it’s the trend to use the cost management theory of whole process to carry out the systematic cost management in municipal project which is state-owned capital investment, to achieve the goal of reasonable costThe cost management of whole process is throughout the entire project. How to improve the investment efficiency and the project management level, determine and control the project cost reasonably, thereby enhancing the overall management level has important theoretical and practical significance.This study uses the municipal engineering construction industry conditions in area as a background, so as to analyze the problems that exist in the cost management theory of whole process in practice from the angle of cost management in each stage of the municipal project. Through the cases of municipal projects and the associated data, experiences and lessons, applying quotas design, value management and other theoretical methods, the deficiencies and countermeasures of the cost management theory of whole process in the industry construction projects are summed up. This paper aims at the form of case studies and a lot of research was done to the projects in decision-making phase, design phase and construction phase. Through the five stages of decision, design, bidding, construction and final accounts in construction projects, combining the perspectives of owner and stakeholders, on three aspects of the control objectives, processes and measures, the thinking and the methods of cost management in the corresponding phase are separately discussed, and, the targeted and workable recommendations and solutions are proposed.
