Research On The Whole Process Cost Management Of A Comprehensive Teaching Building Project

In recent years,with the rapid development of the national economy,China's construction industry has developed rapidly and its scale has continued to expand.It has become one of the important pillars of national economic development.In the process of expanding the scope of the industry,construction projects have exposed a series of problems,such as waste of resources,high construction costs,lack of scientific and rational management and control objectives,and difficulty in controlling material costs,as well as the separation between technical management and price management.With the entry of foreign related enterprises into the domestic market,the intensity of market competition has been further intensified,which has put forward higher requirements for the management of engineering cost in China.Taking the whole process cost management of the project as the research theme,taking thecomprehensive teaching building project as an example,adhering to the principle of linking theory with practice,this paper deeply studies the whole process of construction cost management of the comprehensive teaching building project,so as to improve the level of project cost management.It also provides reference for the project cost managementof the same type of projects in China.(1)Through reference to relevant documents,systematically combing the research results at home and abroad,expounding the concept of project cost and cost management,the composition and pricing method of project cost,the connotation and stage division of the entire process cost management.Among them,the connotation and stage division of the whole process cost management are emphasized.The paper believes that the whole process cost management refers to the realization of the whole process and the full cycle cost management of the target project,that is,from the establishment stage of the target project to the final completion and acceptance stage,the implementation of uninterrupted and continuous cost control and management.The stages of the whole process of cost management are mainly divided into the decision-making stage,the design stage,the bidding stage,the construction stage,and the completion and settlement stage.(2)Adopt the questionnaire method,scientifically design the questionnaire,carry out related investigations,and analyze the problems existing in the whole process of cost management of the comprehensive teaching building project based on the results of the survey.Among them,the problems in the decision-making stage mainly include the lack of pre-construction cost management and the unscientific decision-making process;The main problems in the design stage include the heavy schedule of design output,light quality,and the omission of design management;The problems in the bidding stage mainly include the improvement of the contract mode,theleakage and errors in the bill of quantities,and the non-standardization of the contract content;The problems in the construction stage mainly include the unscientific engineering change procedure,the incomplete handling of engineering claims,and the lack of management of the project schedule.The problems in the completion settlement stage mainly include the poor quality of the completion stage,the adjustment differences and arrears in the completion settlement.(3)Propose management suggestions for each stage in a targeted manner.In the decision-making stage,we should strengthen the pre-cost management and improve the decision-making process;In the design stage,we should pay attention to the quality of design output and improve the design management.In the bidding stage,the general contract mode should be adopted to improve the overall management level,improve the quality of the bill of quantities,and strengthen the standardization of contract signing;During the construction stage,the contents and procedures of the project changes should be standardized,the processing of project claims should be improved,and the standardization of project schedule management should be strengthened.During the completion and settlement stage,the quality of the completion stage should be improved,and the audit matters of the completion stage should be scientifically handled.
