As a prohibited development zone of the national main functional zone,senic area is a special resource of great value in China’s land and resources.And it undertakes functions such as sightseeing and appreciation of the rest.Owing to the shortage of environmental resources and location conditions in the scenic area,it has a strong attraction for various construction projects.The contradictions between protection and development of the scenic resources and its surrounding land use of is particularly prominent.It must be scientifically and rationally planned and strictly and effectively managed so that the scenic area can development continuously.This paper takes scenic resources evaluation and land use of scenic areas as the research body.Combing the related researches on scenic resources evaluation and land use in scenic areas at home and abroad,in the meantime,analyzing the disconnection between scenic resources evaluation and land use in the scenic area planning process.It is proposed to optimize the scenic source evaluation system of scenic areas and feed back the evaluation results to land use in scenic area.By this way,the construction of scenic spots and land use strategies can be more scientifically planed.The scenic resources evaluation system constructed in this paper establishes a hierarchical structure model from the two objectives of ontology evaluation and utilization condition evaluation,and selects 4 criteria layers and 19 index layer factors through literature research and relevant resource evaluation system for reference to evaluation.First,in the ontology evaluation of scenic resources,a comprehensive analysis is carried out by expert survey method,analytic hierarchy process method,and recreational questionnaire survey method to determine the scene source level and scene source level buffer zone;Secondly,in the utilization evaluation,the extracted index factors are graphically and digitally analyzed,and single-factor analysis is performed in ArcGIS software,and the single-factor evaluation results are superimposed to determine the land suitable grade zone;Finally,based on the evaluation results of the utilization conditions,the analysis of scenic resources and land use orientation and strategies.And the ArcGIS spatial overlay analysis technology is used to superimpose the scenic resources buffer zone and the suitable land construction area according to the surrounding land use guidance matrix of the scenic resource,and the comprehensive scenic resources preservation status and scenic spot construction requirements analyze the scenic resources surrounding land use guidance.Forming four levels of “scenic resources that must be strictly protected”,“scenic resources that discourage development”,“scenic resources that need to be developed carefully”,and “scenic resources that need to be developed moderately” and four levels of land use guides around the scenic resources.Guide the construction of land around scenic resources.This paper conducts a preliminary study on the disconnection between the scenic source evaluation and the land use in the scenic area,optimizes the current scenic resources evaluation system,and conducts an instance demonstration in the Shihu scenic spot of the Taihu scenic area.The main project of this paper is ensuring the continuous development and reasonable development and utilization of surrounding land,and provide theoretical support and new research perspectives for land use in other scenic areas,protected areas and other ecological functional areas.
