| In recent years, the issue of environmental and social development has led to more and more changes in the way of life, such as the way of life production, consumer values and so on.The increasing quality of people’s life has greatly promoted the rapid development of tourism. The proportion of tourism GDP in social and economic development is increasing.Water conservancy scenic area is based on water or water conservancy project as the main body, providing entertainment and leisure, sightseeing or scientific and cultural education activities and other tourist sites of the scenic area.Currently, the development of tourism and the implementation of strict water resources management system are improved dramatically,so the development of water conservancy scenic spots ushered in a new opportunity.Sustainable development is an important goal of social and economic development in China at present. It is also true for this emerging development of water conservancy scenic area.If the idea of sustainable development runs through its planning and construction,it will make significant contribution to its development. To achieve the sustainable development of water conservancy scenic spots,we must evaluate water conservancy scenic area for the sustainable development reasonably.Through the literature research, based on the theory of sustainable development, the theory of human-land relationship, the theory of social and ecological co-evolution and the concept of ecotourism, the concept of social ecological footprint is put forward for the first time, defined as,in a certain time and region, carbon emissions generated by human activities and regional development, and various energy consumption and its impact on the social, economic and cultural benefits of the region, this series of changes and the degree of the ecosystem in society, that is called Social-ecological Footprint.Through the expert consultation and DPSIR model method, the evaluation index of the social ecological footprint of the water conservancy scenic area was selected, and the weight of the index was determined according to the analytic hierarchy process, and the elements and indicators of the sustainable development of the water conservancy scenic spot were analyzed comprehensively and then construct the evaluation index system of social ecological footprint of water conservancy scenic spot. Finally,Taking 83 water conservancy scenic areas as an example, the paper carries out qualitative evaluation and quantitative analysis on the social-ecological footprint, and analyzes and summarizes the problems and shortcomings in the planning and construction of water conservancy scenic areas. The main conclusions drawn from the study are as follows:(1)This paper takes 83 water conservancy scenic areas from 2011 to2014 as the research object, using DPSIR model Method and AHP method to select the evaluation index, construct the evaluation index system of ecological footprint of Water Conservancy scenic spot. The aggregation of the established evaluation index is classified into 4 aspects.According to the evaluation system,83 water conservancy scenic areas were qualitatively evaluated. As a result, from the three perspectives of time, type and regional division, the qualitative evaluation of social aspect and economic benefit has improved the social influence and improved the economic benefit, cultural footprint and ecological footprint of the water conservancy scenic spot varying different degrees.(2)On the basis of qualitative evaluation, the social and ecological footprint of 83 water conservancy scenic areas during the period from2011 to 2014 were quantitatively calculated from four aspects: social, economic, cultural and ecological aspects.Evaluations of social, economic and cultural factors were constant.Quantitative evaluation of ecological factors was carried out by quantitative calculation of carbon emission, energy consumption and waste as indicators of quantitative evaluation.Quantitative evaluation results were used to measure the social ecology of water conservancy and scenic spot planning and development in terms of time, type and regional Footprints. From the quantitative evaluation results analysis, the social aspect, the annual average number of jobs provided by 2013 is the highest, the most uneven development of the scenic area in 2012,urban rivers and lakes water conservancy scenic area planning and construction to provide the highest employment rate, the eastern region of the construction of water conservancy scenic spots increased the highest employment rate.On the economic side, the economic benefits during the period of2011-2012 are significant and the development is seriously unbalanced. The economic contribution of urban rivers and lakes is higher than other types of water conservancy scenic areas, and the benefit of the western region is higher than that of the central area.In terms of culture, the protection and restoration of material culture in 2011 and the planning of non-material cultural heritage and the planning of the transmission of water conservancy and water conservancy culture are relatively poor.Among them, the planning of conservation and restoration of material culture is water and soil conservation The cultural landscape is the worst;the inheritance planning of the intangible culture is relatively poor for the natural rivers and lakes water conservancy scenic areas;the water conservancy science and water conservancy cultural transmission planning is relatively poor for the wetland water conservancy scenic area;the western region’s cultural aspect of the three indicators is the worst. In the ecological factors, the unit of carbon emissions in the largest change in the year and type were 2012 and reservoir water conservancy scenic area;the average daily emissions of waste and scenic areas daily energy consumption increase in the largest annual 2013 water conservancy landscape area, all types are urban river lake type; From the perspective of regional division, the highest amount of waste is discharged in the western region,at the same time, the largest daily energy consumption,While the eastern region has the worst evaluation.According to the quantitative evaluation of the further analysis of the correlation between social and economic factors and ecological factors, the evaluation results show that the evaluation results are consistent, the improvement of social benefits and the growth of the economy to a certain extent lead to the reduction of ecological benefits. Finally, through the research and analysis of the evaluation results of the social ecological footprint of the water conservancy scenic area, looking forward to the research direction of the evaluation system of social ecological footprint of the water conservancy scenic area in the future. |
