Research On Supply And Demand Matching Of Green Building Policy

With the rapid economic development,the continuous improvement of industrialization and urbanization,China's energy consumption has increased rapidly,and the resulting resource and environmental problems have gradually become the bottleneck restricting economic and social development.The situation of energy conservation and emission reduction is grim and the task is arduous.The construction field has gradually developed into a key area for energy conservation and emission reduction,and the demonstration and promotion of green buildings is an important measure for building energy conservation.The green building economy has strong externalities and insufficient market development momentum.The government mainly uses various policy measures to activate the market and promote its rapid development.Now the low degree of policy guarantee has become the main reason for the current green building development dilemma.Domestic and foreign scholars have mainly revealed the supply characteristics and laws of green building policies from the process of policy evolution and the characteristics of the policies themselves;they have discussed the demand for green building policies from the aspects of evaluation of policy implementation effects,influencing factors of policy implementation or promotion,and policy promotion paths.However,there is a lack of research on the status quo of matching supply and demand for green building policies.Based on this,this paper takes Shaanxi Province as an example to explore the problem of matching supply and demand of green building policies,with a view to improving my country's green building policy system,improving policy assurance,and contributing to the overall promotion of the rise in quality and quality of green buildings.The main research work of the article is as follows:(1)Research on the current status of green building policy supply in Shaanxi Province.Based on the basic steps of the content analysis method,by building a three-dimensional policy analysis framework of the green building policy tool dimension-full life cycle dimension-green building policy role subject dimension,the policy text selection and combing,content analysis unit coding,and policy supply quantitative result analysis For the purpose of research,the characteristics and deficiencies of the supply of green building policies in Shaanxi Province in a single dimension and multiple dimensions are summarized.(2)Research on Shaanxi green building policy needs.Based on the green building policy tool dimension,we designed the Shaanxi green building policy demand questionnaire,determined the questionnaire survey objects and survey methods,and made descriptive statistics on the Shaanxi green building policy demand questionnaire data with good test results,and analyzed the enterprises based on the statistical results The actual demand for green building policies in Shaanxi Province.(3)Research on matching supply and demand of green building policies in Shaanxi Province.On the basis of constructing the supply and demand matching model of green building policy,the research method of obtaining the supply order value through the content analysis method quantization result and the demand order value through the questionnaire survey data result is determined,and finally the supply and demand matching degree calculation is calculated based on the result The evaluation criteria for the supply-demand matching degree of green building policies in Shaanxi Province were determined to obtain the types of supply-demand matching of various policy tools,and the status quo of policy supply-demand matching was analyzed accordingly.Through the research on the matching of supply and demand of green building policies in Shaanxi Province,it is concluded that the current green building policy system in Shaanxi Province has the following problems:(1)The supply structure of economic incentive policies is unbalanced,and the supply and demand matching of some policy tools is low.(2)Lack of policy supply in the operation phase and the demolition and recovery phase of the green building life cycle.(3)The supply of some policy tools in the supporting service policy is lacking and the supply and demand match is unbalanced.Based on the above conclusions,this article puts forward countermeasures and suggestions for improving the green building policy system in Shaanxi Province.
