A Study On The Planning Of Child-Care Facilities For Infants Aged 0-3 From The Perspective Of Inclusive Child Welfare

Under the development goal of "having children for the young",the traditional system of compensatory child welfare has been unable to meet the development needs of the people.On this basis,China has gradually entered into the construction stage of inclusive child welfare.Infants aged 0-3 years old are an important "window of opportunity" for children’s growth and development.However,due to the long-term lack of attention to the planning and supply of child-care facilities for infants aged 0-3 years old,the child-care enrollment rate in China is far lower than the average rate in OECD countries.As the general office of the state council issued the guiding opinions on promoting the development of child care services for infants under 3 years old,a series of opinions and policies on the ways and means of providing public child-care services have been issued in various regions of the country.Child-care facilities for infants aged 0-3 years are an important spatial carrier of childcare service supply.How to rationally plan child-care facilities for infants aged 0-3 years,provide healthy and friendly growth environment for infants aged 0-3 years,and meet the child-care needs of parents is the focus of this paper.Based on the research on the planning of public service facilities and the supply of childcare services for infants aged 0-3 years old,this paper constructs a research framework for the planning of child-care facilities for infants aged 0-3 years old,which is mainly based on the demand of the main body of use,technical specifications and supply configuration.Through summarizing sendai,Japan,and the classification in the nursery facilities in Shanghai,China,design specification and supply configuration related research and practice,to develop nursery action plan of the three years service system in guangzhou as an example,the combination of questionnaire and interview,analyzed guangzhou 0 to 3 years old infants and young children and parenting family,the characteristics of the demand for childcare facilities,comb system of guangzhou city nursery facilities related technical specification and supply configuration method,looking for status 0 to 3 years old infants and young children with caregivers behavior characteristics,parenting and family nursery demand and supply nursery facilities planning,the difference between 0 to 3 years old infants and young children nursery for guangzhou future infrastructure planning to provide instructive thinking.According to the above analysis,in order to ensure the safety and convenience of the use of facilities for infants and young children,the technical specifications for the planning of child-care facilities should be improved at the level of room configuration,outdoor space,land use guarantee and facility classification according to the behavioral characteristics and growth and development characteristics of infants and young children aged 0-2 years and 2-3 years.In order to increase the number of child-care facilities for infants aged 0-3 years,improve the quality of child-care services,and reduce the distance between residence and child-care facilities,this paper proposes Suggestions on the supply and configuration of child-care facilities for 0-3 years old in guangzhou from the aspects of the main body of supply and the mode of supply,so as to meet the needs of child-care families for diversity and public welfare.
