Research On The Emergency Mechanism Of Drinking Water Safety In Guangzhou

With the development of economy,people's living standard has been improved in recent years;the people are gradually deepening demand for the quality and safety of water resources.The government attaches great importance to water resources,which is related to people's health and safety.Guangzhou has established emergency mechanism for the safety of drinking water to ensure safe drinking water as an international metropolis.The safety emergency mechanism for drinking water in Guangzhou has been completed,but still many problems have to be solved.So the safety of drinking water in Guangzhou,the problems of emergency response mechanism and the actual situation of Guangzhou government's policy countermeasures are great significance for ensuring the safety of drinking water of city and the sustainable development.This paper discusses the emergency mechanism of drinking water safety in Guangzhou through literature research and comparative study.Through 4R crisis management theory and the integrity of management theory,the author thinks that the Guangzhou drinking water safety emergency response mechanism at the same time of great progress,but the following problems remains unresolved: the first one is the preparation before crisis not fully,the second is the inadequate handling of the crisis,including the release of information,the lack of social public opinion and the low participation of the public,the last one is that post-crisis reflection is not in place,the accountability mechanism is not sound,and lacking of research and deep reflection on the crisis.Combined with the experience of western developed countries,considering the Guangzhou local actual,the author proposes some countermeasures: the first is do a good job in the early stage of the crisis of risk control and preparation;the second is to improve the processing capacity in the medium term,including the establishment of information,thepromotion of public participation and strengthening the coordination between departments;the third,we will strengthen research and reflection on the post-crisis period,including the thorough and long-term management of the crisis,and form an accountability mechanism.
