Research On Public Service Of Vessel Traffic

In recent years,with the rapid development of China's economy and the improvement of the country's "Maritime Power Strategy",especially after president Xi Jinping's "Belt and Road" initiative in 2013,maritime transport plays a more and more important role in the development of national economy and national strategy.At present,more than half of the total volume of international import and export trade is completed by using ships for sea transportation,which makes the number of ships engaged in sea transportation increase rapidly,and the degree of ship's large-scale,automation and intelligence is higher and higher.At the same time,the frequency of ship traffic accidents on the sea also increases people's awareness and attention of improving ship's navigation safety and preventing ships from causing water pollution has put forward higher requirements and newer challenges to ship safety and service management.The vessel traffic service is established in the coastal waters where there is a large volume of traffic and where the vessels meet a complicated situation,and the vessels are monitored round-the-clock by means of radio detection and ranging,very high frequency,automatic identification system,etc.,to establish a good ship traffic order and provide meteorological and other ship information services for ships in order to reduce the occurrence of maritime accidents,especially the collision,aground and grounding of ships,so as to ensure the safety of ships,improve the efficiency of ship traffic and protect water environment.On the basis of reading a great deal of domestic and foreign literature on VTS,this paper takes the public service functions of Wusong maritime traffic management center as the research object,this paper sums up the achievements made by Wusong vessel traffic management center in its development,and analyzes the problems and deficiencies existing in the provision of public service by Wusong vessel traffic service center,it is mainly embodied in the functions of VTS positioning,service concept,system construction,management means,resource allocation and so on.This paper takes the VTS public service satisfaction degree of Wusong as the investigation starting point,issues the self-designed questionnaire pertinently,and analyzes the data and the result of the questionnaire,this paper puts forward the problems existing in the field of VTS public service and analyzes the reasons,through the application of the related theories of the new public service and the construction of service-oriented government,makes an objective analysis and evaluation on the development of the public service in Wusong,combined with the author's practical work experience in Wusong VTS,this paper puts forward some countermeasures and suggestions from five aspects: firstly,make clear the public service orientation of VTS,cultivate the public service concept of VTS,and improve the public service function of VTS;secondly,strengthen the public service system construction of VTS system,speed up the legal construction of VTS,and promote the responsibility standard of VTS Standardization construction;thirdly,strengthen the standardization construction of VTS internal management,formulate reasonable duty mode,and establish VTS service supervision and evaluation mechanism;fourthly,improve VTS post personnel management,improve VTS personnel post incentive system,and strengthen the construction of post talent team;fifthly,expand VTS public service measures,establish the concept of win-win cooperation in VTS public services,meet public needs and encourage public participation.
