On The Problems And Countermeasures Of Water Resources Archives Management In Xuyi County?Jiangsu Province Based On New Public Service Theory

Department of water resource as a regional administration water authority is responsible for services about water resource for the society and public.Water conservancy files are origional record about water affairs management and construction project of different classes of water conservancy authorities,which are part of national information resources.Its contents are valuable,comprehensive and regional and involved in many subjects and majors.Water conservancy files are not only the basis of construction project but also provide practical and valuable information for the public and different industries.Affected by new public service theory,Water conservancy files should serve the public and society more considerately.Water conservancy files management is one of responsibilities of Department of water resource,which is part of public affairs management.Its value is to provide the users of water conservancy files with better consultation services so that water conservancy files can be made full use of and serve the society and public better.With the development of science and technology,traditional water conservancy files management methods can't meet the needs of water conservancy files information from the modern public and society.This paper is intended to analyze its connotation based on new public service theory.By carrying out a survey about how water conservancy files are managed which are administrated by Department of water resource Xuyi,Jiangsu and interviewing 44 file managers along with a survey,we expect to get more practical information and statistics and figure out the real file management situation by Department of water resource Xuyi,Jiangsu.Meanwhile we want to be clear of questions and offer some strategies accordingly.In this article,we can conclude from the study that we should improve in water conservancy files management in Xuyi so that we can serve the people in this industry as well as the public.First,we need to improve in the system and carry them out.When we make rules it is a rule to serve the public better and get monitored by the public;Second,it is advisable to employ more talents and train them to be better and give the people in charge of water conservancy files management better welfare.If we want to realize water conservancy files management informatization,it is a must to employ high quality talents because only them will improve water conservancy files management;Third,we need to strengthen water conservancy files management digitization so that we will replace traditional text files with paperless ones;Fourth,we need to spend more money on water conservancy files in order that basic facilities will improve and raise the level of hardware and software of water conservancy files management.
