Quality Assurance Risk-based Insurance System Of Construction Project Quality Assessment Study

In recent years, China’s construction industry scale has expanded into hitherto unknown.But the building quality guarantee system is not keeping pace with the times.The qualityguarantee system and the engineering quality lifelong responsibility has no longer adapted tothe current situation, and even in some ways hindered the healthy development ofconstruction industry. So a few years ago, project quality insurance system was introduced asan alternative mechanism. But the project quality insurance system operation was notsuccessful, the main reasons for the theory of it is the problem of asymmetric informationbetween the two sides of the cooperation.This paper is committed to building a set based on the engineering quality insurance systemof construction quality evaluation system to solve the problem of the information asymmetry.This construction quality evaluation process can be divided into survey design qualityevaluation, the construction quality evaluation, post occupancy evaluation of three parts.Evaluation of the main content of this paper is focused on the construction quality, is toconstruct a building construction quality and safety evaluation system which is based on ourproject quality insurance system.To construct this system, it is also to explore a suitable and scientific evaluation of thequality of construction complete method. To achieve such effect, this article adopts themethod that integrating the practical construction experience and the project acceptancespecification, then take the appropriate steps to simplify and transfer risk by combining withthe related achievements of current construction quality assessment system.For the convenience of discussion,The construction process is simplified into three parts offoundation engineering, concrete structure engineering and masonry engineering. Researchsuggests ideas：”Relative to the serious construction quality defects，slight defects is really ofvital importance of the insurance company.”In this viewpoint, the work will focuses on theproblem of building quality identification of common。The theoretical basis of this study is the practice of construction experience and the currentproject acceptance standard, and civil engineering is a rooted in experience science, so thetheory of this method for summarizing experience and expert evaluation method. Qualityevaluation system of construction finally established is faced with difficulties, The expertassignment method has some success, but it is still not enough scientific rigor.Therefore, thispaper finally proposed to establish construction quality defects database as soon as possible,in order to quantify index more scientific.
