Research On The Management Of Xiliaohe River In 1950s And 1960s

Liaohe river is one of the two tributaries of liaohe river,which flows through the areas of kailu,tongliao,kezuo zhongqi,shuangliao and so on.The west liao river disasters happened frequently in history,and its effective management played an important role in the flood control and irrigation of the west liao river and even the whole liaohe river basin.After the founding of the People’s Republic of China,China established a highly centralized political and economic system,which enabled the state to play a fundamental role in the governance of the xiliaohe river.By mobilizing social forces extensively,the state has led the masses to participate in the process of the governance of the west liao river,making unprecedented achievements in the governance of the west liao river.This paper mainly discusses the achievements made in the construction of farmland water conservancy and hydrology in the management of xiliao river in 1950 s and 1960 s.The water conservancy includes the transition from water control to water benefit,the formation of comprehensive project system,the transformation of sand area and the improvement of soil.Hydrological aspects include the establishment of hydrological institutions,the restoration and development of hydrological networks and the establishment of flood control systems.In addition,the evaluation of the governance of the west liao river in this period provides positive and negative reference for the later governance of the west liao river.
