Problem Study On Liaohe Governance In Panjin City

This research studied the contents of Liaohe governance in Panjin such as:administrative organization, project, treatment scheme, management process, promoting measures,the benefits of management work, the problems existed and the reasons of those problems, Suggestions and improvement measures, since late 2011. The main results were as follows:The government of Panjin City adopts the method of management by objectives, sets comply with the principle of ecological river management goals, establishs a river administration to coordinate and discuss for improving the efficiency., builds the multi-sectoral participation, multi-channel financing, multimodes advance river management mode, makes the Panjin Liaohe work to achieve the ideal effect.The experience is:rivers’ overall planning is scientific, the measures are effective, the evaluation mechanism is scientific, the propaganda and training is appropriate. Liaohe governance acquires some benefits in environment, economy and society. Study find that some troubles still exist in Liaohe management of Panjin City, that is:the governance fund is tight, the promoting projects have practical problems, the follow-up management ability is weak, the pollution control is difficult to cover the whole, the rural environment pollution is still serious, the work of environmental protection should be strengthened between different cities. The reason of these troubles is as fallows:the projects working-speed is too fast, the management system is not sound enough, the system in coordination is not prefect etc.The concrete measures and Suggestions are:river management should make scientific river governance policies, mobilize various forces involved in rivers. Rivers must establish perfect supervision and management system, strict river management daily work; River management must strengthen the supervision and management of the project operation etc.The last conclusion is:the thinking of Liaohe river management in Panjin City may affect other rivers management work, it has some certain model significance. However, River management needs not only perfect and enrich in theory but also develop and deepen in practice.
