Research On Operational Risk Identification And Evaluation Of Engineering Design Company Under Whole Process Engineering Consulting Mode

From the beginning of 2017 to now,for the sake of deepening the reform of construction industry and promoting the reform of engineering consultation industry,all the provinces and cities in China have successively issued the relevant policy documents on the-whole-process engineering consultation,and encouraged the development of the-whole-process engineering consultation mode.The-whole-process engineering consultation aims to improve the management and service level of engineering construction,and ensure the project quality and investment efficiency,which is an inevitable requirement for the consulting industry to adapt to the development of socialist market economy and the international development of construction projects.Under this historical background,engineering design companies are faced with the problems of single consulting service,insufficient depth,lack of docking mechanism of consulting results in various stages,dearth of comprehensive management talents,low operability of policy documents,low charging standards,etc.which have restrained the development of the companies.The purpose of this paper is to identify the operational risk factors of engineering design companies in the-whole-process engineering consultation mode,and put forward countermeasures and evaluate risk through the establishment of risk evaluation model,so as to improve the level of operational risk prevention of engineering design companies.In the first place,this paper defines the concepts of the-whole-process engineering consultation,engineering design companies and operation risk,and combs the theories of risk management,balanced scoring method,the full life cycle,etc.On this basis,the paper conducts the analysis of the engineering survey and design industry and enterprises,their status quo,as well as the current situation of the business difficulties they are confronted with under the-whole-process engineering consultation mode,together with the cause analysis,mainly including the ideological understanding and human resources,market access and business undertaking,policy standard market supervision,etc.In the second place,by comparing the differences of the operational risk of engineering design company in between the-whole-process engineering consultation mode and the traditional mode,and combining the methods of literature survey,expert interview,etc.the paper identifies the operational risk factors of the-whole-process engineering consultation mode.By investigating224 professionals,the evaluation data of the operational risk factors of the engineering design companies are collected,and the statistical analysis of the data are conducted.The-whole-process engineering consultation mode of engineering design company operation risk evaluation system based on BSC is established straight after.Through AHP method and in combination with investigation and research,the data are collected.By making use of Yaaph software,the evaluation index system is created.Each judgment matrix is created for the three-level index,and the corresponding weight and comprehensive weight of each indicator are quantified.Through the dimensionless quantum calculation of the evaluation index,the distribution standard of each index score is determined,the risk evaluation model is constructed,the evaluation method of the comprehensive evaluation index and the critical value of early warning are determined.In the third place,from the perspective of internal and external operating risks of engineering design companies,the countermeasures are proposed in a targeted manner.The internal business risks of the enterprise are mainly taken from the aspects of qualification,enterprise organizational structure and cultural construction,personnel and project management team construction,enterprise salary and performance evaluation system,contract risk management,enterprise information construction,work and risk early warning and prevention system mechanisms Coping strategies.The external business risks of the company mainly adopt coping strategies from the choice of owners and partners,coping policies,market competition,and international integration.In the end,through an empirical case analysis of the A engineering design company,it identifies and evaluates its internal and external business risks,verifies the reliability of the comprehensive evaluation model of the business risk,and determines the risk level of the A engineering design company and adopts targeted response strategies.
