Whole-process engineering consulting highly integrates professional consulting services such as feasibility study,survey and design,bidding agency,cost consulting,project supervision,and project settlement within the whole life cycle of construction projects,providing comprehensive and integrated high-quality consulting services for projects,which can save investment costs,shorten project duration,reduce project risks,and improve service quality.On February 21,2017,the Opinions of The General Office of the State Council on Promoting the sustainable and healthy development of the construction Industry(State Office of Development [2017] No.19)put forward the concept of "whole process engineering consulting" in improving the organizational model of engineering construction,encouraging consulting enterprises to fully develop the whole process engineering consulting,encouraging government investment projects to take the lead in implementing the whole process engineering consulting.As an important front of government investment projects,university infrastructure projects have more risk factors,higher requirements for the duration,quality and cost,and more work links and departments involved.Consulting services are scattered in different work links and management departments,and the degree of integration is not high.Therefore,the research on the whole process of engineering consulting risk of university infrastructure projects is necessary to prevent project risks.It is of great significance to improve management level.In this paper,starting from the perspective of university builders,combined with the WBS work breakdown structure,through the methods of literature extraction,questionnaire and expert consultation,the risk identification of 5 key stages in the whole life cycle of infrastructure projects was carried out,19 risk factors were identified,and a three-layer risk evaluation index system was constructed according to the hierarchical role of risk factors.Secondly,an improved intuitionistic fuzzy set risk assessment structure model is constructed.According to the comprehensive score of risk factors,risk factor levels are determined,and targeted preventive measures are taken for key risk factors.Finally,combined with the example of M university teaching experiment building,risk management is carried out on the whole process of engineering consulting,six key risk factors are identified,and specific countermeasures are put forward to verify the feasibility and applicability of the research results,which is conducive to preventing and resolving risks of university infrastructure projects,improving work efficiency and improving management level.
